As the world’s largest country of carbon emissions, China faces an urgentneed for reduce of its carbon emissions. Electricity industry is one of China’smain industries. However, most of the electricity companies are fuelled on fossilenergy, consume large amount of resources, give out much pollutions andaccount for nearly half of China’s total carbon emission. As a result, it isappropriate for China’s electricity industry to reduce carbon emissions, highlyutilize fossil fuels and fully develop low-carbon economy.Calculate and predicte the amount of carbon emissions from the electricityindustry, by using inventory-based approach and based on the amount of fossilfuels assumed by electricity industry and the coefficients proposed by IPCC2006,calculate the total amount of carbon emissions of China’s electricity industry.Then predict the amount of carbon emissions from2012to2020. The resultsshow that if the trends continue, the carbon emissions of China’s electricityindustry will increase sharply.Analyzing the influent factors of China’s coal-fired enterprises’s carbonemission. The increasing demand of electricity increased the expansion of powerplant; coal is the main source of energy of coal-fired enterprises based on China’senergy structure; the irrational strature of electricity industry leads high energyconsumption and high pollution; the deficienty of carbon emission constraint andcarbon tax have negative influence on the carbon emission.Analyzing the approach and effectiveness of developing low-carboneconomy in the electricity industry. The level management policy is veryuseful in reducing the carbon emissions, but, at the same time, causes problemslike investing blindly. The government forces the companies to installenvironment protecting device and bring the cost of productions to a high level.In terms of technology, the high cost and immaturity of the IGCC technologymake it hard to be used widely. In government policy, the carbon market is stillin the primary stage, but it is very important for the development of electricityindustry. The potential of the carbon finance is also very huge even though it is not very mature now.Making several recommendations to the development of China’s electricityindustry. In the management of electricity industry, promote price competitionand utilize the advantages of large unit. At the same time, keep a proportion ofsmall units, optimize the structure of electricity industry and control the amountof coals consumed. In terms of technology, enhance the technology improvement,increase the efficiency and promote CCS technology. In the government policy,improve the carbon market structure, loosen carbon tax and construct a favorablefinance environment for carbon trades.
