The policy of One Belt One Road in China and State Council to further support the formation of the Silk Road in Gansu province with an important economic hub for trade and logistics, industrial, and cultural exchanges channel base, Ganzhou District is brought development opportunities, but also brought unprecedented challenges. Land use change is one of the focus on environmental issues in the whole world. It is an effective approach to achieve low-carbon development by optimizal land use structure for reducing total carbon emissions.In this article, our purpose is trying to show land use dynamic change and its spatial agglomeration in Ganzhou District from the perspective of land use change flow, which provide a reference for land use spatial distribution of Ganzhou District, wetland protection and construction. Research methods used in this study have the calculation of dynamic degree, activity and volatility, the spatial overlay analysis and the spatial agglomeration, empirical analyses and comparative analysis. From the perspective of land use change, we analyze carbon emissions with different land use types and the total carbon emissions in Ganzhou District, and make recommendations for the development of Ganzhou District, which in order to providing the basis for a new round of land use general planning in Ganzhou District, and giving great ideas for building Zhangye City up a livable, suitable for tourism and ecological city.The results were obtained as following. The proportion of natural reserved land is predominat in Ganzhou District, however, that of cultivated land,forestry land and grassland are very low. This characticistic shows a large potential for development available. The land use change of cultivated land and construction land, grassland played the important roles in the land use change of Ganzhou District; the main land use change flows are cultivated land, grassland and natural reserved land. The activity of construction land is increasing constantly to 3.16% at the end of 2011, the main reason of the increasing is that the area of urban land expand to fulfill the growing demand of expansion of downtown. The volatility of land use change shows the conversion between waters and forestry land which reached 2.0000. The spatial distribution of land use change types compose a ring structure in the study area, which consist of built-up region as the center, continued growing construction land as the inner ring, and convert grassland into cultivated land as the outer class. The spatial agglomeration of Ganzhou District reveals that the regions with a high land change rate are growing in number, expand to south of the region, overspread along the town and the river. Conclusions show that land use dynamic change and its spstial agglomeration are supplementary information of land use aspects of Ganzhou District, which achieve the aim of sustainable development. The total amount of land use and carbon emissions there is a strong correlation between carbon emissions, Carbon emissions of Ganzhou District increased from 551190.06 t to 851872.72 t year by year between 1985 and 2011.
