County Land Resource Environmental Bearing Capacity Early Warning Research

The latest layout scheme of national land space suggested in the planning of the 11 th Five-Year Plan is the founding of nationwide main functional zones.The division of main functional zones is a fundamental and strategic plan.The 18 th CPC National Congress has proposed the concept of building an ecological,cultural and beautiful China.The concept of the resource and environment bearing capacity brought up in the third plenary session of the 18 th CPC national congress requires the building of an “early-warning mechanism of the resource and environment bearing capacity”.The building of an early-warning mechanism of the resource and environment bearing capacity shall be based on a scientific and systematic assessment and research of regional resource and environment bearing capacity.The study of the resource and environment bearing capacity of a county allows systematic understanding of the status of the county's resource and environment bearing capacity,and early-warning analysis of the county's land resources,so that the land resources within the territory of the county can be reasonably developed and exploited;meanwhile,it is helpful for the alleviation of the conflict between social economic development and land resources and environment,in order to drive local economic development and improve local people's livelihood while preserving the county's resources and environment.This paper used Huoshan County as the research object.Huoshan County is located in Dabie Mountain Area,and plays a critical ecological role as it undertakes the responsibility of water conservation,water-soil conservation and bio-diversity preservation.It is a national key ecological functional zone and is closely related to the eco-safety of the entire Dabie Mountain Area.First,this paper used the theory of the construction of national key ecological functional zones,the sustainable development theory,the ecological civilization theory,and the bearing capacity theory as its foundation,and started the analysis of relevant influential factors of land resources in a systematic way,and the data obtained is truthful and reliable with the consideration of operability,and adopted the analytic hierarchy process to construct the evaluation indicator system for the resource and environment bearing capacity of Huoshan County with selected representative and guiding indicators.Second,this paper analyzed the workflow of the early-warning system in combination of relevant theories and adopted the fuzzy evaluation method to conduct an early-warning analysis on the resource and environment bearing capacity of Huoshan County.The capacity will be overloaded in case that the economic development of Huoshan County exceeds its resource and environment bearing capacity.At last,this paper has drawn the following conclusions through empirical analysis:(1)The resource and environment bearing capacity of Huoshan County is generally weakly loaded,especially land resources,water resources and environmental resources are weakly loaded,indicating that despite of the abundance of water and soil resources in Huoshan County,they are now limited for development and mainly protected due to limitations of natural barriers and the identification of being a national key ecological functional zone;the social environment bearing capacity is now properly loaded,indicating that Huoshan County is still potential economically,and shall develop ecological economy such as tourism and service industry within the bearing scope of its resource and environment.(2)This paper suggested to establish a monitoring and early-warning mechanism of resource and environment bearing capacity of Huoshan County,which is about: Drawing an ecological red line,building a protection system for the development of national land space;enhancing the link with the government;improving the warning and response mechanism for a more scientific evaluation of its resource and environment bearing capacity.(3)In terms of the protection of ecological environment,this paper put forward measures for the sustainable development for the resources and environment of Huoshan County.Including: Developing the third industry such as tourism and service industry,and developing ecological tourism with the support of some major tourism projects;promoting the interaction between tourism and industry and agriculture.To sum up,protection and maintenance of environment shall remain the key tone of a national key ecological functional zone,as well as the improvement of regional ecological quality,and the strengthening of ecological product functions.Meanwhile,ecological economy shall be developed in compliance with local geographic conditions,locally special economy,green economy shall be developed within the range of local resource and environment bearing capacity,and the development of strategic emerging industries such as modern service industry and tourism shall be accelerated.The achievements of development shall also be shared with people for the improvement of people's livelihood.
