Study On The Mortgage Of Rural Land Management Right In Anhui Province

In recent years,along with the rapid development of China's agricultural economy,with rural land circulation scale continues to expand,In order to provide financing to farmers diversified choices,better promote rural economic development,the state has issued a management approach to rural mortgages in2010,China Banking Regulatory Commission and the People's Bank proposed "conditional place to start exploring the land management right mortgage " credit policy orientation,after which,there are more than provinces and regions according to their actual situation,seeking to implement land management right path offered mortgage pilot.Anhui Province is also this context started pilot agricultural land mortgages,has selected 20 counties(districts)as a pilot area,were agricultural land mortgage pilot.After the experimental period,Anhui agricultural land mortgage achieved some success,but there are many problems.In this paper,in order to promote agricultural land mortgage,protect the interests of farmers,improve rural land management system,the goal is to improve rural livelihoods,the status of the development of agricultural land mortgages were introduced in Anhui agricultural land mortgages explained the problems started qualitative analysis of the mechanism of Anhui agricultural land mortgages are currently the main problems and issues arising for the empirical analysis of the text and prepared the way,through this survey,select the variable,and other steps to build a mathematical model of the empirical test the main problem at this stage Anhui agricultural land mortgage Loan,the results show that the lack of farmer development funds,financial development lags behind,credit risk,good policy,difficult to implement,difficult to raise funds farmers,poor financing,private lending illegal,restricted the development of agricultural land mortgage,put forward suggestions for the full text of the final conclusions.
