According to the existing historical economic data in China since the reform and opening-up policy for more than ten years, it's easy to find the state-owned economic situation has shown the clear periodical volatility which will be affected greatly by the industrial structure changes and the industrial competition pattern. Therefore, the "12th Five-year Plan" proposed the direction and task of the SOE reform (state-owned-enterprises reform):we have to perform the SOE reform actively during the "12th Five-year Plan" period in order to make the state-owned enterprises refrain from the involvement into new predicament. The diversification strategy has become a very important strategic pattern when the enterprises have developed to some phases and it has great effect on expanding business scales, business areas and decentralizing business risks and the like. That is why so many state-owned enterprises launch the diversified business one after another.The study object of this thesis is the large-scale enterprises home and abroad. The author analyses the current diversification of large-scale enterprises home and abroad and diversification strategy by comparison and contrast. In Chapter One, the author analyses the categories of the enterprises' diversified investment as well as the advantages and disadvantages of diversified investment. While the diversified development has been increasingly mature, it seems more important to have strategic planning and to control risks properly under the circumstance of severe competition by numerous enterprises nowadays. In Chapter Two, he introduces the current developing situation, the internal environment of the National Asset Investment Group of Erdos, the local endowment of resources and the future development direction of the National Asset Investment Group of Erdos. In Chapter Three, he analyses the multiple factors of transportation, energy production and marketing, financial support and so on in Inner Mongolia, he also predicts many a factor by the prediction methods of ETS and ARIMA. In Chapter Four, the author prospects the investment program of the diversified development of the National Asset Investment Group of Erdos, which should be based on the core industries:transportation industry, natural gas pipeline transportation industry and establish perfect credit system of energy industry, financing system and investment system; and in the meantime, capitalize the resources mining rights according to the development of the Group, enlarge the financing scale from the stock market, found the industrial investment fund, and carry out diversified development by means of new type of financing tools.
