Government platform company is one kind of corporation which enterprise from China's social development,financial system,political system and other factors.In the process of historical development,the government platform company has played an important contribution to the local urban construction.But with the development of China's economy and society and the reform of the financial and financial system,the model of "government guarantee,platform borrowing,investment Construction "is limited.Government platform company's weaknesses become increasingly prominent,which include feeble profitability,single industrial structure and service customers,and heavily dependent on external financing.In order to solve the problems faced by many government platform companies,many of them begin to implement the diversification strategy.Qingdao Construction&Investment(Group)Co.,Ltd(QDCI)is one of the largest government platform companies in Qingdao.It also faces the task of enhancing the profitability of enterprises,improving the layout of the industry,realizing its own fast and rapid development,and assuming the value of state-owned assets.In order to achieve more healthy development of their own enterprises,and taking the mission arranged by Qingdao municipal government in different areas mission,Qingdao Qingdao Construction&Investment(Group)Co.,Ltd.began to implement diversification strategy,which include the commercial housing development,environmental protection,tourism,finance and other industries.There are some problems in the process of the implementation of the diversification strategy of Qingdao Construction&Investment(Group)Co.,Ltd.,for example,too heavy proportion of land related business is,unsuccessful new project and low efficiency of asset.Based on the theory of strategic management and diversification strategy,this paper investigates and analyzes the actual situation faced by Qingdao Construction&Investment(Group)Co.,Ltd through questionnaires and interviews,and combines the theoretical model of management with the actual situation and synthetically using the Boston matrix,EFE matrix,IFE matrix,SWOT analysis,Porter five force model,QSPM model and so on.The author analyzes the external environment,internal environment and distribution of diversified industrial combination of Qingdao Construction&Investment(Group)Co.,Ltd.And then the paper puts forward the concrete optimization and improvement measures by comparing the difference between the existing diversified strategic plan and the new diversified strategy scheme.In this paper,we propose a new diversified strategy scheme for the enterprises and safeguard implementation plan.From the analysis of above,this paper summarizes a main conclusions:Qingdao Construction&Investment(Group)Co.,Ltd.should continue on the road of diversified development,,but the diversified development direction should change from the comprehensive development of land as the core to multi-core stratagem which include tourism,international trade,photovoltaic power generation,health care,and land comprehensive development.At the same time,the company need adjust the corresponding organizational structure,human policy,management mechanism,as soon as possible to solve the problems faced by enterprises,so that sustained and healthy development of enterprises.
