Institutional discrimination is one of the macroscopic normal conditions in the socialist market economy of our country.it is producing distinct effect to the behavior of economic body.Along with the reform of society,the labor market is also advancing and has put new requirement on the inter-regional flow of production and labor factors,the allocation of resources,social services and so on.However,the social institutional arrangement and the public service system did not change with it.The original system arrangement did not take the new demands of social development and the development requirements of farmers into account,which led to institutional discrimination to migrant workers and the issue of migrant workers range over a larger distance.This paper analyzes the issues of institutional discrimination on the basis of the problem of institutional discrimination as the main line and the the migrant workers as the research object.In the part of theoretical analysis,we firstly analysis decision-making process for migrant workers' and employers' supply and demand of labor from the perspective of economics.Then we discuss the system of discrimination by employers and migrant workers behavior decision-making process on the basis of the model of supply and demand that aimed at exploring the reason for the existence of institutional discrimination and main factors that influence the equilibrium of supply and demand of labor under the system discrimination.At last,we put forward countermeasures for alleviating the discrimination for migrant workers on the basis of the rural economy,rural education,rural cultural awareness.Empirical analysis part is to prove the theory of institutional discrimination analysis conclusion to demonstrate the test combined with the field survey data and to put forward relevant countermeasures on how to construct a fair labor market and reasonable employment system for China's migrant workers.This article attempts to be innovative in the following aspects:1.as the discriminated,migrant workers also have the right to choose whether to accept discrimination or not;2.analysis the reason of the existence of discrimination: both the discriminator and the discriminated have to pay the cost of discrimination while benefit from the discrimination;analysis decision-making process for migrant workers' and employers' supplyand demand of labor from the perspective of economics.3.discuss the system of discrimination by employers and migrant workers behavior decision-making process on the basis of the model of supply and demand.
