A permissible delay in payment is a short-term financing for retailer provided by supplier. Within the delay period, retailer can pay the order at any time.However, if the total amount of bill is not settled from retailer, a interest is charged on the outstanding amount by supplier. A traditional inventory model under a payment ignore the initial cash condition of the supply chain members, however, which may lead to infeasible practice in ordering systems.This paper analyze permissible delay in payment of a two-level supply chain for deteriorating item considering cash constraint. As supplier provide a total-delay policy,we obtain the annual profit model of supply chain member with cash constraint and without cash constraint. Furthermore, a stackelberg game model between the supplier and the retailer is put forward and a PSO is presented to achieve the optimal solution of the problem. Finally, numerical examples are developed to explore the impacts of some supplier's parameters on supply chain members.Thirdly, supplier offers partial-delay policy where the total delay is permitted only if retailer's order quantity is large than Qd. We give the annual profit model of the supply chain without cash constrain and analyze the parameters' impact on supply chain members and the tragic choice. Moreover, we draw the profit model where retailer is capital constraint, and a stackelberg game model is also built for the supply chain with a partial permissible delay payment. Outcome of the passage shows that supplier's annual profit is larger under partial delay policy.
