Research On The Operational Efficiency Of Sichuan's Industrial Economy

Along with the economic development stepping into the new normal, the industrial economic growth rate reduces to the middle-high speeds from thirty years' rapid growth,transforming frompursuing quantity and speed to the quality and benefit, efficiency problem becomes the focus of the new normal. The 2025 action of manufacturing in Chinanewly issued, the Internet +, the structural reform in supply and the comprehensive reform experiment, are trying to optimize the allocation of production factors, escalating the structure of industry, improving the total factor productivity, achieving the goal of improving the efficiency of the industrial economy. The structural reform insupply will optimize the factors of production, such as labor, land and capital, pulling the economic growth by increasing total factor productivity, enhancing the sustained economic growth. How the Sichuan industrial economic efficiency is, what the causes of the non-efficiency are and how to improve theefficiency, inthis paper revolves around these problems, on the basis of summing upand absorbing many scholars researches, screening out a series of input and output indicators by the principal component analysis method, using the data envelopment analysis(DEA) method, with the help of DEAP2.1 software getting the comprehensive technical efficiency, pure technical efficiency and scale efficiency, the industrial scale reward stage of the Sichuan industrial economic in 2000-2014,Thenobtaining the total factor productivity change, the technical progress and technical efficiency, pure technical efficiency and scale efficiency in Sichuan province from 2006 to 2014 by Malmquist index analysis method.The main conclusions of this paper are as follows:(1) The total operation of industrial economic isnon-effective in Sichuan province from 2000 to 2014, there are 13 years of comprehensive technical efficiency values are less than 1, which is not on the efficient production frontier. The comprehensive technical efficiency invalid in most years is the result of the pure technical in-efficiency and scale in-efficiency. But looking from the change trend,the efficiency is increasing year by year, which is expected to achieve technology effectively in most of the time the future.(2) The pure technical efficiency and scale efficiency are less than 1 in most year, but the pure technical efficiency value is greater than the scale efficiency value in most of the year, integrated that comprehensive in-efficiency stems more from scale in-efficiency.(3) From 2000 to 2014, other than 2000 and 2014 that Sichuan industrial economy is in the stage of constant returns to scale, the rest of the years is in the stage of increasing return to scale, which further shows that Sichuan industrial economic operation scale is less than the optimal production scale, resulting in most of the integrated technology in-efficiency, and illustrates the Sichuan industrial economy is still in the development stage.(4) The total factor productivity of industrial economic in Sichuan province appears a growth trend, but has a large variation in recent years, it decreased and some increased. The ascension of total factor productivity is more of the progress of technology; technological progress contributes bigger to the total factor productivity, but the potential of technical efficiency is larger.(5) The growth rateof technical progress and technical efficiency of Sichuan industrial economic show a trend of increase, but the technical efficiency growth faster.
