Research On The Efficiency Of Chinese Power Generation Industry Based On Data Envelopment Method

Electric power industry is one of the most important national economic development and basic energy industry one of the. So most countries consider the electric power industry as the focus and priority to the development of industry of national economic development. In recent years, along with the electric power technology progress and people is a reflection of this view of natural monopoly industry of electric power industry, to break the traditional state monopoly management, improve the management efficiency of electric power enterprise is the goal of the reform of the electricity market in the world such as bamboo shoots after a spring rain is like the emerge in large numbers, China also has been exploring the reform of the national electric power.In the 1980s, our country began exploring the reform of the power industry has been in progress. By reviewing the reform course of 30 years can be found in the current our country electric power industry market reform mainly concentrated in the power generation industry, so it is more in line with China’s national conditions of power industry in the process of the reform of market efficiency. In 2002 China began formal implementation of "separation of plant and grid", is the dividing point of key industry of our country power market in the reform process. This paper takes around 2001 to 2013 "separation of plant and grid" 13 years of power generation enterprise efficiency as the research object, using non parametric evaluation method combined with Malmquist index and DEA to evaluate the. At the same time, considering that dominates the state-owned capital in China’s power industry, combined with the recent focus on the central enterprises SASAC assessment, this paper will be the EVA value as the output indicators into the evaluation system, make this efficiency evaluation of China’s power enterprises more targeted.The results of this study show that:"separation of plant and grid" just the implementation of several years, power generation enterprise efficiency appeared transient growth, but this trend has not been maintained, as of 2013 China’s power generation enterprise overall efficiency is not ideal; widespread power industry output redundancy, especially in the current assets and fixed assets on the redundancy is grim. Reflecting China’s power enterprises blindly increase investment, blind investment and expand the scale of production capacity in order to achieve revenue growth objective reality; and Malmquist index analysis of power generation enterprises also show that China’s power industry efficiency improvement of lack of motivation. According to the empirical results, this paper finally puts forward policy suggestions.
