Finance has become an important engine to drive regional economic development today. Thus it can be seen that the financial agglomeration is the inexorable outcome of modern economic development and real requirements for resource configuration optimization. As a big economical province, the development level of economy of Shandong lags behind its economic gross scale. How to take advantage of the financial agglomeration and radiation effect to promote steady and coordinative development of finance and economy among cities has become a significant problem that is worth researched.Embarking from the theory of the financial agglomeration and radiation effect, this paper regard 17 cities in Shandong province as research object, deeply explores space radiation effect of Shandong province under the financial resources agglomeration. First of all, building financial agglomeration index system from three layers, including economic development, opening to the public and financial development, the financial agglomeration has been evaluated among 17 cities in Shandong based on factor analysis. And the changes and differences of the financial agglomeration among cities from 2004 to 2015 have been intuitively analyzed using Arc GIS. Secondly, this paper has respectively measured the radiation radius and radiation intensity of core cities by adopting Wilson model and Gravity model. Finally, combined the theory and realistic analysis, this paper has proposed some pertinent countermeasures and suggestions.The results show that the gap of financial agglomeration among cities in Shandong province is obviously large. Financial agglomeration radiation effect of core cities has impact on surrounding areas. In order to achieve steady promotion of financial agglomeration in areas, every city should set up a clear development orientation, and take active measures to break administrative barriers, and surrounding cities should take an active part in line with economic radiation cities. The innovation points of this paper is that the degree of financial agglomeration of every city in Shandong can be evaluated from the spatial angle, and the radiation radius and radiation intensity of core cities have been respectively measured by adopting Wilson model and Gravity model, which provides theoretical support on promoting financial agglomeration radiation effect and driving economic development in Shandong province.
