Human resources are the most valuable and initiative resources for enterprises.Today,the social division of labor is refining increasingly,the degree of specialization is developing rapidly,and the information is updating all the time.So that human resources in enterprises becomes more and more important.The competition of enterprises is actually talent competition,and the core competitiveness of enterprises is an excellent staff's team.The company which can attract elite talents will be the victorious king in the competitive market.Because of the significant role that human resources played,scientific human resources management has become the primary task of enterprise management.BWG is a large state-owned enterprise solely funded by the Beijing municipal government.The company's main business is to provide public goods and services.In recent years,Beijing Tianjin Hebei collaborative development strategy has been proposed,and the capital of non core functions will be eased.BWG will usher in an unprecedented challenge.To meet the government and public's high level requirements,BWG must make an effort to optimize the structure of human resources and improve the efficient use of human resources.This paper analyzes BWG's current situation of human resources,and combs the staff career management problems and causes.By studying domestic and foreign career management theory,this paper proposes the idea to build BWG employee career management system.In order to make the company's leadership and staff understand the main contents and key links of the implementation of career management,this paper interprets HR management protection in three dimensions——organizational career management,self-career management and career management.Then this paper gives some suggestions to implement career management in order to resolve BWG human resources management problems and lay a solid organizational guarantee and personnel protection for long-term development.
