With the rapid development of a knowledge-based economy, management areas, particularly the area of human resources management had undergone great changes, some new theories, such as competence theory and career management theory, started to apply human resources management practice. Although competence theory in China had received some applications, but the overall effect was not obvious, many enterprises were abandoning the use of this advanced theory. For this reason, how to implement competence theory to our human resource managers and provide some convenience? If combine with the competence theory and the career management of human resources manager, competence theory will be applied to career management, so can play some role. On the one hand, it can provide human resource managers development goals, then managers can find a very clear framework in their career development, what stage develop what skills, what stage should have the competence, it can then be clear after the combination with competence theory and career management theory. On the other hand, career management also needs to add competence theory. Human resource managers understand their own career management on the importance of development, but how to distinguish between human resource managers and other practitioners, how to assess their performance, then we must introduce quality theory.This paper is mainly based on the competence theory and the career management theory , select the human resource managers in China as the object of study , construct a theory based on the competence theory of our human resource managers' career management model, the model includes the following :The first part is introducing the research achievements at home and abroad about the competence theory and career management theory; The second part is analyzing the main problems which exist in the application of these two theories in Chinese enterprises; The third part is introducing some related concepts on the competence theory and constructing a competence model about human resource manager in China; The fourth part is introducing some related concepts on individual career management; The fifth part is focusing on a few key stages in the model: career preparation stage, career shaped stage, career stabilization stage and career recession stage; The sixth part is the conclusion and the prospects of the study.
