For a long time,many problems in the management of irrigation districts in our country have restricted the irrigation effect, and restricted the development of agriculture and agricultural land.There are a few problems are very prominent: maintenance of irrigation facilities is not timely, the water shortage because of poor management.Both theoretical research and practice at home and abroad have proved that participatory irrigation management is the most scientific and effective irrigation management mode, which will effectively improve the efficiency and effectiveness of irrigation.Therefore, it is of theoretical and practical significance to study the influencing factors of farmers' participation in irrigation management, and then to improve the enthusiasm of farmers' participation.Based on the theory of planned behavior and the results of previous studies, this study constructed a PLS structural equation model.We used systematic sampling and simple random sampling method to collect relevant research data from Zekou irrigation district in Hubei Province.Analysis of the data obtained results: farmers behavioral attitude, subjective norm and perceived behavioral control have a significant positive effect on participation irrigation management behavior intention; the water demand of the land had no significant effect on behavior intention; land use water demand, perceived benefits and perceived risk and behavioral attitude showed significant positive correlation.Based on the above results, this study puts forward suggestions to improve the enthusiasm of farmers to participate in irrigation management:(1) strengthen propaganda and mobilization, increasing farmer's cognition for participatory irrigation management;(2) conversion development ideas, increase farmers income, improve farmers' perceived benefits;(3) scientific planning and design, improve work efficiency of Water Users Association and shorten work time to enhance the farmers' perceived behavioral control;(4) provide a reasonable feeding stick to security management personnel's work enthusiasm;(5) promote the transfer of land in order to weaken the difficulty of irrigation and to reduce the irrigation costs and the water demand for land.
