As an integral part of the entire water system,Small-scale irrigation and waterconservancy projects are responsible for the field irrigation and drainage, provide basicprotection for food production.As the main constructer and protector of theSmall-scale irrigation and water conservancy projects small-scale irrigation farmers(hereinafter referred to as small-scale water) main building and management andprotection the willingness to participate and participation satisfaction of farmers has greatbearing with the efficient operation of small-scale water and sustainable development,and in the1990s Water using Association came into stage. At present, it is the main formof participation of smallholder farmers to protect the pipes.In order to study small-scale farmers to participate Satisfaction watermanagement and protection of water user associations, the paper research mainly fromthree aspects:(1) game theory analysis.Through the management and protection ofspecific problems in the process will be the subject of several key games, draw in themanagement and protection process to take into account the interests of all parties, toachieve social,farmers optimal efficiency.(2) analysis and empirical analysis ofdescriptive statistics.According to1196data samples households in Jiangxi Province10key counties of small farmers,based on water using descriptive statistics and researchmethods AMOS, collecting the effect of involved in smallholder farmers protect waterpipes and factors affecting willingness to participate smallholder farmers protect waterpipes Satisfaction Factors. The results show that farmers cognitive factors, organizationalcharacteristics, farmers ’satisfaction for the Water Association has a significant positiveimpact; farm household resource endowments through interaction with farmers cognitivefactors have a significant positive impact on farmers’ satisfaction. Farmers cognitivefactors specific variables of this article is: the evaluation of the project quality,theevaluation of the farmers opinion towards the construction investment policy,WUAwater price evaluation.Farmers family resource endowments specific variables are:supporting the case of irrigation and drainage systems,income level,the health conditionof the the family header. Specific features of variable water association is:when theestablishment of WUA,whether to seek the opinion of farmers,whether to participate inthe election of the President and other factors.(3) describes cases of successful waterassociations. This paper introduced the carp Pei Water using Association in wangzaiCounty and the management and protection of water experience of Yudu Red Pei waterusing Association,pointed out that a sound management system,rational water collectionsystem,water association is both efficient and effective are both the management andprotection features.Based on the above analysis,this paper reach the following conclusions,and propose policy recommendations to improve the participation of smallholder farmers in waterWUAsatisfaction:(1) the construction and management and protection of the small-scalewater projects should be go on at the same time,improve the supporting facilities.(2)enhancing the support efforts of increasing the management and protection of funds,providing a good external environment for farmers involved in small-scale watermanagement and protection of water associations.(3) improving the organizationalcharacteristics of the water associations,collecting a proper membership fee, increasingthe efficiency of the Association.(4) establishing reasonable water using mechanism toensure efficient use of water.(5) adjusting the agricultural structure and effectivelyimprove the agricultural income of farmers.
