Occupational Pensions: American Experience And Chinese Practice

Driven by the trend of global aging population,the public were quite familiar with this issue.In order to reduce the burden on government pension,social pension crisis mitigation,occupational pension in our multi-level old-age security system was slowly beginning to play an increasingly important role.In the Troika pension system,occupational pension occupies the "second pillar".China's occupational pensions covers corporate pension and occupational pension;in the United States,occupational pension was consist of public and private sectors.Chinese enterprise annuity get a better initial development since it was established in 1990 s.but for now is still in the initial groping period,the outlook is not optimistic;the introduction of new organs and institutions for occupational pension,temporary still at the exploratory stage of reform.Compared with the US,China's enterprise annuity,whether in the number of insurance,fund size,GDP,or corporate participation,coverage,tax incentives and other aspects,there is still much room for improvement;the new introduction of occupational pension payments also select the mode,there are some problems to be solved and improve the substantive issues on the payment method,the method of calculation and replacement rate and other issues.How to effectively learn from the advanced experience,the accumulation of lessons from the development of international occupational pensions more mature and developed countries,is particularly important.In view of the differences between our country and the social security system,with full respect for the status quo but also how the development of occupational pensions is currently in China's national conditions and summary of advanced foreign experience,while occupational pensions become an important issue to explore.Based on the above analysis of the background and comparison,this paper selects the first proposed occupational pension system the United States,the late start of the annuity and the latest proposed occupational pension as the main survey,the use of historical analysis and comparative study method,deep-level mining the establishment of occupational pension regularity experience and lessons learned,so to explore and learn of the establishment of occupational pension system model.
