| The primary level local taxation bureau is the foundation of tax controlling in our nation.This bureau is also the path for party and government departments manifesting their credibility and execution,the precondition of maintaining the authority of tax law and guaranteeing state tax revenue and the front line for governments to serving taxpayer,constructing the harmonious relationship of tax paying and collection.In order to boost the modernization of revenue management,give full play to governmental function and better serve the provincial economic and social construction,the primary level local taxation bureau can not wait to strengthen self-construction and build a contingent of cadres with courage to act,abundant energy and fine behavior.As an indispensible work department,the secretary plays an important role in helping primary level local taxation bureau reach the goal of organizational performance.However,in the current working environment,secretaries’ work satisfaction and working enthusiasm are deeply and directly influenced by many difficulties like ambiguous role recognition,limited capacity reserve and the unbalance between endeavor and award,and they are urgently required to be enhanced.Moreover,secretaries are the minority of the primary level local taxation bureau.Compared with the rest of the staffs,the majority,the minority deserves more adaptive and effective motivation system related to their original work,while they are working in the atmosphere as minority.The Syntheticall Motivating Pattern of Porter Lawler was constructed by Lyman and Edward,the famous American behavioral scientists.The Syntheticall Motivating Pattern of Porter Lawler integrates the hierarchy of needs,expectation theory,theory of fairness and the reinforcement theory.It directly reveals the logical relationship among endeavor,performance,reward and satisfaction.It basically refers to the meaning that the individual endeavor can achieve the goal of performance;after achieving the goal of performance,one can receive the reward from organization;and the reward from the organization is able to meet the requirement of individual and bring satisfaction to individual;thus,the strong satisfaction can push individual to work harder.This motivation provides the theoretical perspective for completely understanding the motivation requirement of secretaries working in the primary level local taxation bureau,deeply analyzing the existing problems and cause in the motivation of secretaries working in the primary level local taxation bureau and working out the related countermeasure in motivating Secretaries.This paper initiates the research primarily by explaining the concept of Syntheticall Motivating Pattern of Porter Lawler.Following this process,the paper deeply and profoundly illustrates the main contents and the main figures of Syntheticall Motivating Pattern,and then the paper,with reference of the analysis of requirement of motivating secretaries,further clarities the effectiveness and the inspiration brought by motivating secretaries working in the primary level local taxation bureau of T city under the guidance of Syntheticall Motivating Pattern.On the basis of the analysis mentioned above,this paper conducts the profound research towards the problem existing in the motivation of secretaries working in the primary level local taxation bureau and the cause from the prospective of Syntheticall Motivating Pattern of Porter Lawler and following the principle of problem statement,analysis of causes and providing countermeasures and suggestions.Among the research discussions,the problems existing in the motivation of secretaries working in the primary level local taxation bureau include the weaken incentive function of working performance,insufficient motivation of reward system and difficulty in realizing effective circulation by motivation.The causes of the problems include insufficient awareness of incentive function in work performance,limit of concept and system in award and overlooked function of satisfaction in motivation circulation.As for problems and causes,this paper proposes that the path of motivating secretaries working in the primary level local taxation bureau from the prospective of Syntheticall Motivating Pattern of Porter Lawler are to adopt the motivation with strengthened recognition,perfected measure and developing the working performance,to adopt the motivation with optimized concept,sound system and abundant consolidating the award and to adopt the motivation with external and internal perfection,satisfaction and promoted motivation system. |
