American private foundations emerged at the end of nineteenth Century and early twentieth Century.They were engaged in foreign aid activities during the 1930s and 1940s.During the Cold War,private foundations were tools of the United States for strategic advantage.Private foundations were marked the political stigma.In the post cold-war period,the missions of the private foundations have also changed,and they more focus on the development of world.The paper studies the American private foundations.It's based on the theories of foreign aid and focus on the development aid to Africa.The article is divided into the following sections:Introduction introduces the research background,the significance,the literature and the methods.The first part introduces the knowledge of American private foundations and the theories of foreign aid.This part includes the definition of private foundation,its rising reasons and present conditions;The distinction between the "development assistance","international aid","foreign aid","foreign investment" and other related concepts,the part also elaborates the related theories about foreign aid:the realism,idealism and structuralism.The second part deals with the ways and the characteristics of development aid to Africa.The ways contain direct material assistance,projects assistance,talent and technical assistance,urgent humanitarian assistance.The characteristics include its large scale,the political attribute,the establishment of the network platform and the economic cooperation with Africa.The third part analysis the motives of development aid to Africa.Combining the theories of related assistance,the aid motivations have egoism(economic interests,security strategy,political considerations)and altruism.The forth part analysis the effect of the development aid of the private foundation to Africa.For Africa,American private foundations play a positive role,but the aid to Africa also has negative impacts.For the USA,while the aid is good for US,there are also bad influences.The final chapter serves as an ending that summarizes the thesis and previews the possible trend in the development aid to Africa of American private foundations.
