China's Analysis Of Agricultural (technical) Assistance In Africa - A Comparative Perspective Between China And Foreign Countries

In the past 60 years,China’s agricultural aid to Africa has undergone three stages: from unidirectional free assistance,free assistance supplemented by technological cooperation,proxy business and operating leases,to technology transfer and collaborative development after the founding of the Forum on China-Africa Cooperation in 2000.Despite the fact that China’s agricultural assistance to Africa starts late and is far outweighed by assistance in other sectors,it has been extensively recognized and welcomed by recipient countries thanks to its wide coverage,low requirements and strong impetus to the primary industry.The overall development and in-depth advancement of agricultural assistance to Africa more urgent and necessary,under the backdrop of stagnant international agricultural assistance,China’s mounting pressure in domestic agricultural resources and its “going abroad” agricultural strategy.It should be noted that although China,compares with the rest of the world,stands as a strong contributor of technological assistance and human resources to Africa,and achieves good results in helping increase Africa’s food production,rural income and upgrade agricultural industry,a number of problems remain unsolved,including difficulties in selecting and sending experts for foreign aid,poor supporting facilities in recipient countries,and complicated external environment.As a result,relevant government departments should summarize the experience and deficiencies in agricultural aid to Africa,technological assistance in particular,constantly improve the management standard and guiding system,and achieve mutual benefit and win-win result between China and Africa.This thesis,adopting case analysis and comparative analysis as major research methods,begins with a literature review on the history and characteristics of China’s and international agricultural aid to Africa,and then demonstrates the advantages and necessity of China’s agricultural aid to Africa.Meanwhile,it conducts an in-depth analysis of the system,layout and characteristics of China’s agricultural aid to Africa by focusing on key aid projects.Based on these analyses,the thesis expects to shed light on the experience and limitations of China’s agricultural aid to Africa and provide suggestions and solutions in this regard.
