Research On The Policy Of Promoting The Development Of Private Economy By County Government

Since the reform and opening up,the development of private economy has made great progress and more and more attention.The 17 th National Congress of th e Communist Party of China(CPC)further recognized the contribution of private economic development to the national economy.As an important part of the national economy,the private economy plays a key role in promoting economic growth,stimulating social employment,realizing scientific and technological innovation and maintaining social stability.In terms of the county-level administrative regions,the private economy can help the county area to develop the tertiary industry,fully absorb the rural surplus labor force,speed up the process of county urbanization and industrialization,and adequate county finance to improve the county public utilities.However,due to their small scale,limited funds and low technological content,the development of private enterprises can easily be restricted by the external environment,The government's policy on the development of private enterprises will naturally have an important impact on the development of private enterprises.Therefore,the county government to formulate policies for the development of private economy to create relaxed and high-quality environment to help private enterprises to overcome difficulties and obstacles to enhance the competitiveness of private enterprises in the market is a matter of co ncern Which is the foundation of this paper.Based on the theory of relationship between government and market,the theory of government's economic management function,the theory of public policy and the theory of institutional change,this paper analyzes the relationship between the government policy and county-level government's policy on private economy development,The role of private economic development,including to promote the realization of the equal access to the private economy,the principle of fair treatment,for private enterprises to develop financing channels,can improve the technological level of private enterprises to achieve innovation and help private enterprises to go abroad.At the same time,this paper reviews the history of the development of the private economy since the reform and opening up.On this basis,it further analyzes some problems still existing in the county-level government's private economic development policy,that is,the private enterprise market access policy is no t strong,The private enterprise science and technology innovation policy lacks the validity,the privately operated enterprise socialization service policy is not perfect and so on,then analyzes the reason in view of the question place.Finally,after drawing lessons from the experience of foreign countries' private economic development policy and its enlightenment,we try to put forward some countermeasures and suggestions,such as perfect the market access policy of private enterprises,strengthen the f iscal and taxation policy support of the private enterprises,Improve the private enterprise science and technology innovation policy,strengthen the private enterprise social service policy and improve the relevant policy system to ensure that the implementation of policies in place and so on.
