Research On Non-tax Revenue Management Of Qujing Municipal Government Of Yunnan Province

Along with our country national economy gradually entered a "new normal" stage of development,GDP has become a new growth point for public innovation,new problems and new challenges in the business development.As an important part of the gross national product,the management and reform of the government's fiscal revenue has been gradually mentioned important agenda.Government revenue mainly by government tax revenue and government non tax revenue of two parts,compared to government revenue in the management of the sound and perfect degree,the management of non tax revenue the government also has many deficiencies to be resolved,which is an important direction of China's financial system reform to tackle tough.In March 15,2016,the Ministry of Finance and issued the "Government Non tax revenue management measures"(tax [2016]33),as an opportunity for the government non tax revenue,especially the comprehensive study of the system of local management of non tax revenue,not only more representative,to examine the management status,non tax revenue of our country from the reality from the perspective of the problems,but also for suggestions of local tax reform,to provide theoretical support and data analysis of the scientific support for the development of the reform of local government.The Qujing municipal government non tax revenue management as the research object,mainly for the March 15,2016 Ministry of Finance issued the latest "non tax revenue management measures",by definition and accurate grasp of the non tax revenue defined by the introduction of the new management approach,determine the nature of non tax revenue and its value.On the basis of China's non tax revenue management of non tax revenue management research history at home and abroad,and then settled to Qujing municipal government non tax income and the basic situation of management,reform of the status quo,through scientific analysis of Qujing city tax revenue management problems and analyzes the causes of the problem,at the same time reference the foreign successful experience in the management of Government Non tax income,the Qujing municipal government proposed to regulate the non tax income management countermeasures and suggestions,hope for the city of Qujing non tax revenue management also has certain guiding significance.
