Research On The Government 's Function Of Developing An Open Economy Based On SWOT Analysis In Qujing City

During 30 years of reform and opening up, China’s market economy has been rapid development.Open economy as an economic form represents the higher level of the development of the market economy, become an important coordinates to measure the opening degree of a region or a city. Along with the context of " One Belt and One Road " strategy, to seize the opportunity to promote open economy development has become an important goal of all over the country, so what role and what kind of role the government should play in the open economy construction is the government needs to be clear in the formulation of" One Belt and One Road " Construction implementation plan,but also an open economic construction itself to the government’s objective requirements.This paper starts from Government Functions Orientation of Open Economy Development.Using the Open Economy Development of Qujing City as background.Combing disciplinary knowledge of public management, public economics, public administration and so on, to analysis Qujing city’s problems of government functions in Open Economy.Based on the guidance of state policies and the context of "One Belt and One Road" (OBOR) strategy, the SWOT analysis should be put in place to provide profound insight on the active service and incorporation of the OBOR strategy in Qujing. In particular, the strength, weakness, opportunities as well as the threat of developing open economy along with other factors in Qujing will be analyzed in order to discover the new requirements for the governmental economic functions, combining the current economic situation of Qujing and the characteristics of the open economy to present a new direction for the shifting of the governmental functions and practical realization approaches during the open economic construction and eventually to put forward correspondent suggestions after rigorous discussion from the stand point of view of the governmental functions on the active service and integration of the OBOR strategy in Qujing and expanding the governmental strategic focus under the open economic conditions.
