Research On The Development Of Farmers' Professional Cooperative Organizations

China’s rural society is in the transition phase of governance at present。In order to be successful, there are many experts to seek the path of transformation from different academic backgrounds. With the further development of market economy in our country, The specialized cooperative organizations of farmers conforms to the needs of the times, rapidly rising in the reform and opening-up, and with its advantages of being richly endowed by nature, to attracts a large number of farmers, gathers rich resources, creates huge social wealth, not only increases farmer’s income and promotes economic development, but also plays a positive role in the construction of grass-roots political and social, becomes the rising subject of rural governance. It’s deeply involved in aspects of rural society, influencing and changing present situation of rural governance.Based on the background of public governance innovation, perspective in the specialized cooperative organizations of farmers, starts from the historical changes and practical experience of rural governance, discusses the specialized cooperative organizations of farmers’economic, political and social function in rural governance. Through the case study in Jianshui County, to further explores the legal, policy,governance,economic,social and self- factors of the specialized cooperative organizations of farmers influencing Rural governance, and puts forward some suggestions on the perfection of the system, organization optimization and role reconstruction, give full play to the specialized cooperative organizations of farmers’ role, thus ensure the specialized cooperative organizations of farmers as an important subject and the strength of rural governance, and cooperates with other subjects in the process of rural governance, realize the interactive effect, contributes to promote the rural governance. Through the survey visits, literature collection and policy analysis, to explore the specialized cooperative organizations of farmers’roll in rural governance, aiming at the existing problems and put forward some policy suggestions, make it play a better role in Rural governance.
