In recent years tourism huge multiplier effect and industrial association of increasingly highlighted,plays a more and more important role in regional economic development,whenever there is a tourism industry development advantages of the region will be the development of the tourism industry referred to the strategic height,in some places even as the local pillar industry and leading industry to develop.Under the background of economic globalization and regional economic integration,regional tourism cooperation is one of the important development trend,become the focus of the global tourism,is the future impact on world tourism development orientation and competitiveness of key areas.“The Belt and Road” construction in China under the new situation of opening up new ideas and new strategic initiatives,and vigorously develop economic and technical cooperation The Belt and Road along the country,is conducive to give full play to the geographical advantages,the integration of spiritual heritage of the Silk Road,with the historical origin and the foundation to further expand foreign economic and cultural exchanges and cooperation,the formation of a new pattern of all-round opening up,create the Silk Road in the new era of glory.In August 2014,General Secretary Xi Jinping has a visit to Russia,Mongolia,and will rise to a comprehensive strategic partnership relations between China and Mongolia,Russia and Mongolia to the heads of the three countries and the Three Kingdoms to “Silk Road Economic Belt” prairie road and across the Eurasian railway construction in close cooperation,combination,Mongolia and Russia cooperation in broader prospects.At present,the theoretical research on Transnational regional tourism cooperation is still in the exploration stage,while the rapid development of regional tourism cooperation in practice urgently requires more complete theoretical support.At the same time,through the development of regional tourism cooperation to promote regional economic development has gradually attracted the attention of the community and the government,which has a very important theoretical and practical significance to the study of regional economic cooperation.Based on the above background,combined with the theory and method of system theory and game theory,this paper makes a deep research on the mechanism of regional tourism cooperation between China and Russia.Research work mainly includes the following aspects: first of all,definethe related concepts of regional tourism cooperation of Mongolia and describe the present situation of regional tourism cooperation ofMongolia,in-depth analysis of the Sino Russian Mongolia multinational regional tourism cooperation dynamic mechanism,benefit mechanism and governmental coordination mechanism,and demonstrate the theoretical part,put forward the related conclusion and reveal the internal mechanism of Russia and Mongolia area cross regional tourism cooperation,for the development of Mongolia regional tourism cooperation better put forward relevant policy recommendations.This paper focuses on the theoretical analysis of the mechanism of regional tourism cooperation between China,Russia and Mongolia.
