The Research On Industry Choice In The Key Ecological Function Area

Since China's reform and opening up, China's economic and social development has made great achievements. However, the ecological environment is gradually deteriorating. Problems such as population, resources and environment are gradually emerging. In order to further coordinate the relationship between economic development and ecological environment, Chinese government divides the land space into prohibited development zones, limited development zones, key development zones and development zones to be optimized according to resources and environment carrying capacity, the exploit intensity and development potential. The key ecological function area is a sub category of restricted development zone. Its primary task is to protect and repair the ecological environment, to provide ecological products, to limit the large-scale industrialization and urbanization development. In the spatial distribution, the key ecological function areas are highly coupled with the poor areas in China. The problem of choosing and developing the industry should be solved urgently in the new constraints condition.In this paper, we took Huaihua of Hunan Province as an example to make an empirical research, combed and analyzed the research of the key ecological function area and the industrial choice by using ECO theory, regional division of labor theory, and non-balanced growth theory, put forward different industry selection criteria for the three major industries of the key ecological function area, constructed the index system of the key ecological function area based on the principle of science, objectivity and feasibility, and chose location quotient analysis and principal components analysis as the industry evaluation method model. Huaihua is one of the nine ecological good areas in China, throughout the whole territory of Huaihua was included in the key ecological function area. At present, the city's economic development was lag behind, GDP per capita was far below the average level of Hunan province. It can be seen that Huaihua is typical and representative. The study shows that:(1) The selection of key ecological function area should establish industrial development standards according to the function of regional main body. The primary industry mainly to follow the comparison superiority datum. The secondary industry mainly follows the standards of environmental-friendly, technical progress, industrial correlation, economic efficiency, market demand, comparative advantage and employment contribution. The tertiary industry mainly follow the standards of comparative advantage, employment contribution, market demand and economic benefits.(2) The primary industry in Huaihua that can be used as the leading industry is growing, forestry and animal husbandry. We comparatively analysed the agricultural industry in Huaihua by location quotient method. The results showed that planting the biggest advantage was in Mayang (3.37), has a larger advantage was in Xupu (2.43), Jingzhou (2.40), Zhijiang (2.39), Tongdao (2.12), Hongjiang (2.05), has a certain advantages was in Chenxi (1.97), Huitong (1.86), Zhongfang (1.38), Xinhuang (1.25) and Yuanling (1.13). Forestry was prominent in Tongdao (14.21), Huitong (10.88), Xupu (5.15), jingzhou (4.53), Hongjiang (4.50), Zhongfang (4.24), Xinhuang (4.18), Yuanling (3.81) and Zhijiang (3.50), has a certain advantages was in Mayang (1.33) and Hongjiang district. Animal Husbandry was prominent in Xupu (4.04), and Xinhuang (3.26), has greater advantages was in Zhijiang (272), Chenxi (2.27) and Huitong (2.06), has a certain advantages in Jingzhou (1.95), Mayang (1.82), Hongjiang (1.81), Tongdao (1.74) and Zhongfang (1.48). The county should choose agriculture according to the regional advantages of industry leading industry.(3) The key development leading industry of the secondary industry in Huaihua should choose the power production and supply industry, comprehensive utilization of waste resources, Agro food processing industry, wine, soft drinks and refined tea industry, pharmaceutical industry, non-ferrous metal smelting and rolling processing industry and wood processing and wood, bamboo, rattan, palm and grass products industry. In this paper, we used the principal component analysis method to make a quantitative analysis of the evaluation index of the secondary industry, and got the values. Comprehensive score ranking is as follows, electricity, heat production and supply industry (0.3198), abandoned resources comprehensive utilization industry (0.3079), agricultural and sideline products processing industry (0.2430), food manufacturing industry (0.2413), wood processing and wood, bamboo, rattan, palm, and straw products (02311), pharmaceutical manufacturing industry (0.2285), non-ferrous metal smelting and rolling processing industry (0.2275), ferrous metal smelting and rolling processing industry (0.2263), wine, soft drinks and refined tea manufacturing industry (0.224) and furniture manufacturing (0.2255). Combined with the two indicators of energy consumption production rate and location quotient, ferrous metal smelting and rolling processing industry output value of the energy consumption rate was only 2.36 million yuan/tons of standard coal, was significantly lower than other alternative industry, food manufacturing (0.91) and furniture manufacturing (0.68) the location quotient value is less than one. So, these three industries were screened out of the leading industries.(4) The tertiary industry should choose the real estate, transportation, warehousing and postal services, financial industry, leasing and business services, tourism industry as the leading industry. Through the principal component analysis method, the third industry was analyzed qualitatively, and the value was obtained. Real estate (0.3509), transportation, warehousing and postal services (0.1116), the financial sector (0.1075), leasing and business services (0.0053) score more than 0, and ranking by the top, which were suitable as the key development leading industry. Through the qualitative analysis of Huaihua tourism industry, the tourism industry can be regarded as the leading industry of Huaihua city.Finally, the paper puts forward the corresponding countermeasures and suggestions for the development of the three major industries in Huaihua.
