The new rural cooperative medical care system has been implemented for more than ten years, due to the government at all levels, in conjunction with all its strength and effective leadership and the new rural cooperative medical system development, coverage rate is rising year by year. The new rural cooperative medical system (hereinafter referred to as the "new farming close") a complete coverage of basic implementation. Although the new agriculture system coverage and ginseng to rate has been rising, but still exist many problems in the system of new farmers and, like other risks in the insurance market, is one of the adverse selection problem. Low degree of adverse selection problem refers to the health of high-risk accounting ratio is higher and higher, on the contrary the low to high health risk of falling. Adverse selection problem of medical insurance fund raise money will increase the difficulty, hindered the establishment of the basic medical insurance system, it also affects the final new farming and truly achieve universal coverage in China, difficult to achieve the goal of everyone will have access to basic medical services.therefore,In this article, against the background of the new farming and ginseng to rate above 95%, using dynamic survey of Chinese labor force 2012 (CLDS) data, introduces the adverse selection choice theory at home and abroad, on the basis of the problem of adverse selection of new farmers and farmers for empirical research. Using CLDS 2012 survey data, first of all, using the Logit model of new farmers from self-induction health aspects of adverse selection, to make the result more robust, again using Probit model from the aspects of medical service utilization again for further argument. Respectively on China's eastern, central and western regions, respectively, new farming and the adverse selection problem of empirical test. The results show that in the eastern, central and western regions of our country, new farming and adverse selection problems in the system. Embodied in:the lower the age, level of education and self-induction health poorer farmers are more likely to choose accounting, and accounting has a high demand for medical services. Pricing should be formulated "lemon", strengthen the management of the medical service institutions, such as countermeasures, to avoid adverse selection phenomenon.
