Geological prospecting is a special industry with basic,leading and strategic characteristics,which plays an important role in the development of economic and social development in China.2006 the promulgation and implementation of the decision of the State Council on strengthening the geological work has greatly promoted the development of geological prospecting industry in China.In recent years,with the rapid development of world multi polarization,economic globalization and the new technological revolution and the industrial revolution,the internal and external environment of the state-owned geological prospecting units has been changed,and the reform of geological prospecting units has put forward a severe challenge.As the absolute main body of geological prospecting industry,the reform of the state-owned geological prospecting units due to the development of ideas,institutional mechanisms,business models,incentives and other aspects of the reform,the professional service ability and market competitiveness generally weakened,which is not conducive to the healthy development of geological prospecting industry.the reform and opening-up policy with a history of 30 years,the reform of geological prospecting units in our country not only has opened the distance to the reform of state-owned enterprises and even lags behind the reform of scientific research institutions.Reform is not complete and is not in place,which causes the new problems,new contradictions and legacy system left over by the focus of the work together so that the system and mechanism issues is more complex,industrial transformation and upgrading is very difficult.East China Geological Exploration Bureau for nonferrous metal in 2007 has am implement reform of "separating enterprises,public separation" with a capital introducing three strategic investors in 2013,which is the first time that in the national provincial geological prospecting units spearheaded the reform of capital resources integration,get through the reform of the development of new,from the traditional geological prospecting units and transformed itself into the modernization,internationalization and marketization of mining enterprise prototype.Its reform practice so that the geological prospecting units with a hope and a bright future of the vision.Taking East China Nonferrous Geological Prospecting Bureau as an example,this paper uses literature research,social investigation,case study and system analysis method to analyze and study the problems existing in the reform of state-owned geological prospecting units.The reform mode of Guangdong geological prospecting,geological prospecting and exploration in Inner Mongolia,Yunnan geological prospecting reform model and the reform mode and method of the East China Nonferrous Geological Prospecting Bureau were systematically studied using the case study method.Through the analysis of the state-owned reform of geological prospecting units that the state-owned reform of geological prospecting units involves the interest measure,time is tight,heavy task,pressure,geological prospecting industry as a national energy resources security strategic industry,its development mode,operation mechanism,business mode and the serious lag in the international mining companies,the current development has been difficult to sustain.The state-owned geological prospecting units should deepen reform and get rid of the drawbacks of the reform of state-owned geological prospecting units and adhere to the top level design to have a separation of enterprises and gradually carry out classification reform.
