| Geological exploration units is an important part of national institution, It is also a pioneer institution in "Enterprise reform of Public Institutions". However, due to the lack of overall planning at the industry level and the lag of theoretical research, the pace of enterprise reform is very slow. This paper based on Kurt Lewin’s theory of organizational change and regard Geological exploration units reform as an organizational internal change. The purpose of the study is to analyze the power and the resistance problem of Geological exploration units reform and seeking the best way to promote reform in Geological Prospecting Units. At first this paper analyzes the key directions of theoretical research, theory of government functions and the practice of government incentives. By drawing Lewin’s theory of organizational transformation and field analysis, we analysis the core content of Geological exploration units reform and summed up the power and resistance in the concrete practice of these reforms content. On this basis, build an institutional framework for both incentives and resistance power of government. At the same time, take Shaanxi Nuclear Industry Geological Bureau for example. Discussion the realistic path for government incentives in the practice of "Enterprise reform of Public Institutions".
