The Geological Exploration Institution Reform Studies

Based on the study of the present situation of the geological exploration units, this paper expounds the necessity and inevitability of the reform of the geological exploration units. In order to have more certain prospects, the Geological exploration units must integrate reform and development into it,with the reform promoting development, with development consolidate reform achievement. At the same time, this paper detailed analysis the problems and the difficulties of the geological exploration units, as following:Deepen the reform but lack of national level effective macro-guidance; Entrepreneurial direction of reform not coordinated, or completed with the policy of The National constitution transfered to Corporate constitution. The existing policy on geological exploration units is good for it to remain its National constitution but not conducive to its reform of Corporate constitution. Its a dilemma to separate Corporate constitution from its National constitution. After analyze, the author tries to find out the problems and difficulties of restricting the development of the Geological exploration units.To carry out the directives of The minister XuShaoshi " the geological exploration units must strengthen the reform of management system and operation mechanism, further enhance the vitality and competitiveness, and enhance the comprehensive strength, and have a better survive and development under the conditions of economy market", and in promotion of the government and the overall plan as a whole, the author proposes some suggestions of the restructuring of state-owned geological survey institutions. Then it can better leads to the purpose of highlighting the fair competition, forbidding of unfair competition and protecting the legitimate rights and interests of the maintenance under the existing laws and regulations, policies. Also it can solve the contradiction between career of the identity of geological exploration units and the state of enterprise operation, and promote the economic development of geological exploration units. These Suggestions covers several aspects, such as the system security, public welfare, and the double regulation of market-oriented, support of government behavior operation, construction of inner drive mechanism and logistics, etc.
