Investigation Of Land Compensation And Farmers' Resettlement In Zhoukou City

Since 2000,Zhonkou City's urban area expanded continuously.Large quantities of the surrounding rural land are illegally occupied or expropriated.According to statistics,between 2004 to 2013,a total of Zhoukou rural land covers 4.2035 hectares,the number of landless peasants reached 5.97 million,accounting for 19%of total urban rural.Landless peasants mainly are located in Wenchang,Bankou,Chengnan,Chengbei,Taihao road,the Huaihe River Road Office and other offices,and Xu Wanxiang suburbs and other cities and towns.They generally have low literacy levels,been lack of professional skills,not competitive in the face of fierce market competition.Their employment situation is bleak.Some landless peasants are living in poverty.The current land compensation and resettlement system and related policies are not a good solution for the long-term livelihood of the affected farmers and have affected the healthy development of coordinated community.Therefore,it requires community highly concerning about the lives of these peasants and their way out.This study collected information and policy documents of land,landless peasants by Zhoukou City in recent years,collected questionnaires,and obtained the Zhoukou land acquisition and land compensation and resettlement status.It uses literature research,surveys and case studies and other methods.Through statistics and analysis,we found many outstanding problems existing in Zhoukou City in land structure,distribution of compensation,resettlement,social security,land use,placement and key projects.Sociology and economics analyses of the reasons for these problems include:collective land ownership rights subject blur,the government's actions are not standardized,the establishment of the social security system of landless peasants lag,lack of competitiveness of the farmers themselves and the adjustment of employment land acquisition criteria too and frequent.Finally,according to the current land acquisition in Zhoukou City,we put forward a sound compensation mechanism for landless peasants,provide a widen way of the resettlement of landless peasants,and speed up the system design to promote the resettlement of landless peasants' social security.A reasonable adjustment is recommended for land area integrated price and other aspects.This study provides a reference for the government to develop the land compensation and resettlement policies to address the problem of landless peasants.It gives the suggestions and implications to ensure the healthy development of economic construction and maintenance of social stability.
