With the urbanization process moves forward and the rapid expansion of the city,great deals of rural lands are expropriated as construction land, which in turn, causesgrowing social problems. Therefore, the exploration of establishing a rational, fairand lawful system for land acquisition and resettlement compensation has greatsignificance in safeguarding legitimate rights and interests of land-expropriatedfarmer, as well as, in building a socialist harmonious society.This article, guided by Marx’s rent theory, new public management theory, gametheory and other theories and in light of theories and practical experience home andabroad, as well as, by methods of system analysis and empirical analysis, performsanalysis and studies on land expropriation, compensation and resettlement issues inthe process land acquisition, on the basis of thorough investigations on collective landacquisition and compensation conditions in urban area of Changsha Municipality. Itidentifies preliminary achievements and existing problems in this process, as well as,gives various reasons for such problems. The article puts forward methods asimproving land requisition compensation standards and assessment approach,strengthening transparent management on land requisition, innovating resettlementpattern for landless farmers, and perfecting rural land permission transferringmechanism and effectively improving land requisition compensation and resettlement,which aims to protect rights of landless farmers, complete policies and regulation inrelevant departments, appropriately resolve issues emerging in land acquisitioncompensation and resettlement course, and provide useful suggestions in socialeconomy undertakings and harmonious development of Changsha Municipality.
