Research On Yizheng Chemical Fiber Industry Cluster Upgrade Approaches

Chemical Fiber Industry is a traditional pillar industry in Yizheng.Yizheng has formed China Sinopec Yizheng Chemical Fibre Company Limited as a leader,many small and medium enterprises for the support of chemical fiber industry cluster.Over the years,Yizheng Chemical Fiber Industry Cluster has made outstanding contributions to Yizheng's economic and social development.But in recent years,Yizheng Chemical Fiber Industry Development slowed down,and formed a large gap with Jiangyin,Shaoxing,Wujiang and Xiaoshan district,showing a small-scale enterprises,innovation weaker,low value-added products and so on.At the same time,due to domestic and foreign macroeconomic situation,the international market demands for fiber drop,domestic polyester production capacity gradually released,chemical product prices remain low,chemical fiber business is facing greater pressure.In these contexts,it is an urgent issue that local government and chemical enterprises need to think about--how to overcome the crisis,achieve industrial transformation and upgrading,further strengthen and expand.By using some documents as a source of reference,this paper studied the basic concept,formation mechanism,competitive advantages and relevant theories of the industrial cluster.Then it focused on the research of main content,power and form of upgrading of industrial cluster.Later it analyzed both the internal and external approaches of upgrading of industrial cluster,that is:strengthen internal network governance,improve innovation ability,embed in global value chain and enhance industrial value chain.This paper reviewed general situation development and historical formation process of Yizheng Chemical Fiber Industry Cluster,analyzed its current development,achievements and deficiencies,and studied the advantages,disadvantages,opportunities and challenges of its upgrading by using SWOT analyzing tools.On this basis,the paper put forward that the main approach of promoting Yizheng Chemical Fiber Industry Cluster was from the point of view of the internal network management cluster to improve the innovation ability as the main driving force,played a role in network of regional innovation system(including the government,enterprises,public institutions and so on),promoted the innovation ability and then accelerated the pace of upgrading of industrial clusters.Finally,it focused on the analysis of the role that government,enterprises and public institutions played in the industrial cluster upgrade process.On top of,it proposed that the government,as an industry cluster manager,should improve the industrial development environment and draft policy support system;the enterprises,as the main innovation,need to adhere to the innovation-driven strategy in industrial upgrading process;research institutions and universities,public service platform and other public institutions,as important participants in industrial development,have to give full play to the role of public services,and participate in government,about the behavior of enterprises of industrial upgrading actively.
