With the rapid development of mobile Internet,the debate of network neutrality of broadband shifts to mobile wireless networks,the debate has intensified the trend.By 2015,the US Federal Communications Commission to redefine the "network neutrality" legislation.Subsequently,the European Parliament and the Council adopted Cancel "roaming charges" proposal in the 2017,to follow the principle of "network neutrality".The relevant departments and research institutions of China are also content providers charge reasonable.Rise of bilateral market theory and application in the field of innovation,so that the"network neutrality" can be studied from a new perspective.The mobile Internet can be seen as a bilateral market,consists of three parts:the network service provider(ISP),Internet content provider(CP)and the user,ISP carriers as a platform that is business,CP and user separated the sides.Bilateral market mainly involves two aspects:on the one hand,there is a business platform in the market,;on the other hand,there are two different types of users in the market?They play or transaction with eath other through the platform.One side of the revenue in the platform depends on the size of the other party's users in the platform.Bilateral market of mobile Internet has the following characteristics:(1)network externalities(2)multi-platform access(3)platform needs complement each other(4)price structure non-neutral,of which network externalities is the most basic characteristics.This paper analyzes the development of mobile Internet and its business model,the research and contributions to bilateral of scholars and the characterized of bilateral market theory of mobile Internet market.Secondly,I am going to analysis and research network neutrality issue of the mobile Internet based on bilateral market theory.and establish a mathematical model of bilateral market of mobile Internet,including bilateral market model monopoly network service provider platform for network service providers and oligopolistic competition bilateral market model platform.For two kinds of bilateral market models,each model separately is has two aspects from the network service provider's zero unconstrained pricing and the pricing,according to the sub-game perfect Nash equilibrium model is divided into two stages,solving Nash equilibrium using backward induction,then comparative analysis of the parties and the social welfare benefits.In the last part of this paper,firstly,the paper summarizes the conclusions and the conclusions based on the status quo and development of mobile Internet,put forward the following four suggestions put forward:(1)recommendations of the independent mobile Internet regulatory body,(2)specification market entry and exit mechanisms,(3)to achieve interoperability,reduce the cost of transferring the user,(4)improve the reporting mechanism.Finally,it is directions for further research.The results show that:First,at the bilateral monopoly ISP internet market model under network neutrality conditions,the traffic unit price of ISP higher than the non-neutral network,demand of ISP's users lower than not-neutrality,the demand of CP is greater than the non-neutrality;while total profits and social welfare CP is greater than the non-network neutrality,CP profits and consumer surplus is less than the non-network neutrality and ISP develop cost depends on the size of the channel difference parameters.Second,at the oligopolistic competition ISP platform bilateral market model,market presence symmetric sub-game perfect Nash equilibrium,changes in the variables and platform benefits all parties and the monopoly model is substantially the same;under conditions of competition model of network neutrality the difference is that ISP's surplus is greater than the non-profit network neutrality,consumer surplus is less than the non-network neutrality.Third,the unilateral and multilateral attributes of content providers affect the profitability of all parties in the bilateral market and the size of social welfare,and whether this effect is a positive effect or a negative effect depends on the diversity parameters of the content providers,namely advertising revenue,Click-through rate,marginal utility,and cost parameters.However,the social welfare of multilateral attributes tends to be greater than unilateral attributes.Four,the non-network-neutral platform will help change the ISP network congestion and excessive content services(such as spam)issues;help improve content quality content providers.But the network is more conducive to the neutral level of social welfare.
