Study On The Path Of Inner Mongolia To Resolve The Excess Capacity Of Coal

It is deadly important to have a scientific capacity planning in coal industry as coal is one of fundamental energy resources. It is also playing an important role in the economic development of Inner Mongolia and the whole country. However there is a potential risk of excess production capacity in coal industry. Currently the coal industry has shown relatively overcapacity and ensured sustained and sound economic development in Inner Mongolia.Chinese researchers has already explored excess production capacity problem through various aspects. Limitations still exists for example there are only few literatures about governance mechanism and policy framework. There is no doubt that the research of formation mechanisms,evaluate criteria and policy of governance of excess production capacity focusing on different industry will become hotspots in future studies.This research has great significance to maintain the healthy development of coal industry in Inner Mongolia considering that the imbalance between supply and demand has already appeared there during a long term. The research can also provide a reference in solving excess production capacity problem in both Inner Mongolia Autonomous Region and other provinces.The article has two innovation points. It discusses the reason of coal production excess form three different aspects and provides various approaches based on that. Besides, t analyzes the relevant problems based on stakeholder theory which proved a new perspective in solving overcapacity problem.This research combines different research methods including literature review, qualitative analysis and quantitive analysis. The research is mainly based on business cycle theory and stakeholder theory. The research has focus three contents. First of all, it deeply analyzes current situation of coal in Inner Mongolia. It includes changes in overcapacity of the coal, the status quo of the coal industry, and the surplus of coal capacity in Inner Mongolia. Then, it analyzes the causes of overcapacity in supply, demand and stakeholder aspects. In supply aspect, significant resource superiority and behavior of chasing benefits can lead to overcapacity. In demand aspect, contraction of market demand and deep processing chain can also lead to overcapacity. In stakeholder aspect, the gambling behavior of government, enterprises and financing institutions can cause overcapacity as well. Finally the research provides solutions including optimizating and upgrading the coal industry Structure,promoting clean and efficient use of coal, accelerate the construction of clean energy export bases, promote the healthy and orderly development of coal, introducing market mechanism, orderly exiting and improving policy system based on the analyses above.The article can be divided into five parts:The first part is introduction which introduce the research background and meaning, literature review, research content and methods, theoretical bases, innovations and inadequate.The second part it shows current situation of coal in Inner Mongolia. It includes the current situation of coal resource, industry, capacity and changes in overcapacity of the coal.The fouth part is conclusion where different approaches will be provided to solve the overcapacity problem based on the analyses of whole research.The last part is conclusion and prospect.
