Against the background of global warming,many countries have considered clean energy development as a important policy initiative.As the largest consumer of primary energy and emitter of carbon dioxide,China's priority in terms of energy lies in the effective development of clean energy.Coal accounts for a dominant share of China's energy consumption,and hence the replacement of fossil fuel by clean energy becomes a major policy in promoting a low-carbon and sustainable economy.For now,government policies play a crucial role in supporting clean energy.To improve these policies' performance,it is important to assess the performance of different subsidy policies of clean energy and to well-develop clean energy policies.Besides,as a developing country and a transitional economy,China has a big problem in regional imbalances.So it's also imperative to take into account of regional differences when making subsidy policies of clean energy.This thesis has developed a new CGE model to assess the performance of different clean energy subsidy policies.The model has the following two features.Firstly,it can deal with sub-divisive energy sources,thus assessing the impacts of energy policies on various types of energy.Secondly,it's a multi-country and multi-regional model and can subdivide the assessment of energy policies on various regions.Through a numerical simulation of different clean energy subsidy policies,this thesis analyzes the impact of these policies on the outputs,energy consumption and carbon dioxide emissions among different countries and regions.Finally,the thesis gives a sensitivity analysis on the major parameters in the model and explores the potential influencing factors determining the performance of clean energy subsidy policies.The main results are as follows.First,the impact of clean energy policies is not neutral as different regions,industries or countries are affected disproportionally.In this regard,this study provides detailed information on regional variations and effects of clean energy subsidy policies,which is quite useful for policy makers of local governments.Second,different policy patterns can have differentiated effects,especially on the areas of output,energy consumption,carbon dioxide emissions and carbon intensity.As a result,it's a priority for policy makers to optimize clean energy policies.Third,goal settings are important for designing effective policies.Fourth,the Chinese government should develop well-designed policy mix on the basis of a beforehand analysis of cross-border externalities.Policy makers should take into account of all these factors and give accurate measurements.Finally,the government's policy of encouraging clean energy development reduces the financing costs of the clean energy sector,and policy orientation have contributed to investment in clean energy,which has contributed to the sustainable development of the economy.
