The Measures Of Hubei Agricultural Ecological Efficiency And Analysis Of Its Influence Factors

Since China's reform and opening up,agricultural production has experienced rapid development in Hubei,at the same time,the phenomena of agricultural and rural environmental pollution and resources waste is increasingly serious.Hubei is a big agricultural province.The transformation of the development mode of agricultural production and implementing the efficient and clean development of agricultural production,which is conducive to coordinated development of economy,social and environment in Hubei.Ecological efficiency can comprehensively reflect the contents of both economic and environmental efficiency and is the index of showing the relationship between production input with expected and unexpected output.High ecological efficiency means less consumption,high output and less pollution.Qualitatively and quantitatively researching the development and variety of Hubei agricultural ecological efficiency and analyzing its influence factors,which has practical significance and theoretical value to promote the sustainable development of agricultural production in Hubei.This paper takes Hubei agricultural ecological efficiency as the research object,summarizes previous research on ecological efficiency and agricultural ecological efficiency as the foundation,uses Super-SBM model to measure Hubei agricultural ecological efficiency value,uses panel data fixed-effects model to do empirical analysis on its influence factors of Hubei agricultural ecological efficiency,finally puts forward policy suggestions.This paper mainly includes four parts:firstly,analyzing the present situation of agricultural production and environmental pollution in Hubei.Secondly,using Super-SBM model based on unexpected output to measure agricultural ecological efficiency in Hubei 16 states in 2005-2014.The result shows that,Hubei agriculture ecological efficiency shows a slow rising trend basically,increased from 0.491 in 2005 to 0.652 in 2014 and the dynamic average is 0.535.There is considerable room for improvement in agriculture ecological efficiency.There is only Huangshi whose agricultural ecological efficiency mean value is 1.003,which meets to be agricultural ecology efficient.Including Wuhan,Shiyan,Jingmen,Xiantao and Qianjiang whose agricultural ecological efficiency values are more than Hubei average;the remaining 10 states include Jingzhou,Yichang,Xiangyang,Xiaogan,Huanggang,Xianning,Suizhou,Ezhou,Enshi and Tianmen whose agricultural ecological efficiency values are below Hubei average.Jingzhou agricultural ecological efficiency minimium value is only 0.222.There is a significant gap between Jingzhou and the overall level.Thirdly,using panel data fixed-effects model to do empirical analysis on its influence factors of Hubei agricultural ecological efficiency.The result shows for Hubei agricultural ecological efficiency,per capita electricity consumption and expenditure on agriculture?forestry and water have significant positive effect;per capita cultivated area?irrigation ratio?urban and rural income ratio and opening up degree have significant negative effect.Fourthly,to improve Hubei agricultural ecological efficiency from promoting water-saving irrigation?technological progress?moderate scale management and agricultural comparison earnings that four aspects.
