People's livelihood attached to the popular will,and the popular will concern the fortune or destiny of a nation.Employment is the livelihood of the people.The establishment of employment special funds is to promote employment and protect people's livelihood.The central policy expenditure of the special employment funds include the support of the public employment service expenditure,occupation training subsidies,introduced subsidies,social insurance subsidies,subsidies for public service jobs,small-sum guaranteed loan subsidies,occupation skill appraisal subsidies,specific employment policy subsidies,employment apprentice subsidies.Through the research of the provision of special employment funds,the local employment policy implementation and satisfaction degree of local objects and the degree of awareness of people in city S district T,it can be found that there are problems during the management process of employment special funds,and the causes of the problems can be diagnosed according to the TQM theory in government as well as puts forward the countermeasures to strengthen the management and supervision of employment special funds,which can make the employment special funds operate safely and effectively,and improve economy and effectiveness of capital management.This paper is divided into five parts.The first part is introduction,mainly introduces the purpose,significance and research methods and research background,lists the innovations of this paper and constructs a research framework of the follow-up.The second part mainly expounds the related concepts and the theory of TQM in government.The third part introduces the management and use status of the employment special funds in T district of S city and find the problems in the management of the special funds through research,including the unclearly definition of subsidy object,low public awareness and satisfaction,different degrees of loss of funds,belated updating.The fourth part analyses the causes of the problems with the TQM theory in government.This part analyses the detailed reasons from the lack of collaboration of the subsidy object and the supply of funds,the low enthusiasm in the management of staff,the continuous improvement of the power shortage and the ineffective implementation of process monitoring.The last part,put forward some concrete measures from the perspective of TQM theory in government to solve the problem and improve the management of special employment funds for the utilization of capital,such as informing and meeting the demand timely and accurately,and comply with the provisions of the policy scope by expanding the policy advocacy to make them self-registers and take the initiative to reflect the demands of their own,to improve the reward and punishment mechanism,to encourage staff to participate in the work analysis process.Strengthen the exchange with the capital supply side,do a good job in the management of the capital account.Set up performance evaluation team and quality improvement team to find and solve problems.Play the role of multiple groups of supervision,the establishment of information management system of funds to achieve full funding monitoring.Ensure the employment special funds for scientific management,effective use through a variety of ways.
