It is raised in The Law of the People’s Republic of China on Promotion of Employment, people’s government of municipal level should arrange special funds for employment in financial budget to promote employment, as a government’s important mean to promote employment, the subsidy policy of special funds for employment has been carried out and implemented since 2009. Since 2009, in Huizhou City, the provincial finance offered transfer payment 450 million, which, as provincial employment special funds, to support college graduates in projects of employment and business starting, small-sum guaranteed loan, as well as the support for weak-in-employment group through subsidizing. In a way, the investment of special funds for employment offers various groups of people good employment assistance effectively, but there still exists problems of relatively low using efficiency and not ideal implement effects. This paper, mainly from the angle of policy implementation, by adopting the methods of combinations of literature research, empirical analysis, questionnaire investigation, comparative research, explores the various factors influencing the implement of employment policy based on analyzing the relations between Huizhou City’s subsidy policy of special funds for employment and Huizhou City’s employment works, in which way, the paper seek a way to increase the using efficiency of special funds for employment to propose theoretical and practical bases for governments to further optimize employment assistance policy.First, this paper introduces the background and significance of the research, domestic and oversea related researches and relevant concepts and theories, in addition, summarizes the governments’ implementing position of employment policies. Second, through empirical analysis, this paper illustrates the current implement status of subsidy policy of Huizhou special funds for employment with multiple levels and views. After that, the paper is focused on the research on factors that affect the policy implement during the implement of Huizhou’s subsidy policy of special funds for employment, as well as on the mutual relations between policy executive bodies and implement objects and existing conflicts of policy implement; in addition, this paper learns about the degree of awareness and satisfaction of implement objects through questionnaire survey, and according to this, analyzes the effect produced during the policy implement. Meanwhile, through comparing the implementations of same-type policies of oversea and domestic local governments, this paper makes summaries and evaluations in implement of subsidy policy of special funds for employment. Finally this paper raises viewpoints and suggestions in further optimizing subsidy policy of special funds for employment.
