In the real world,the practical decision-making problems often exist complex relationship between each attribute.However,few scholars consider this when they evaluate the efficiency of decision making units.For example,in peer-evaluation phase of the cross efficiency model,we will inevitably show different preferences when choosing the evaluation strategy for different decision making units;in integration efficiency phase of the cross efficiency model,the cross,overlapping,and even conflict of information will inevitably exist between attributes.However,the existing cross efficiency evaluation method has not yet been fully considering the correlation between attributes from these two dimensions.In order to make up for the vacancy,improve the accuracy of decision-making and enhance the practical significance of evaluation method.This paper stands on a practical perspective in which most decision problems are associated with relevance,and put forward a new cross efficiency evaluation method based on the traditional DEA model:firstly,the index of Grey Absolute Correlation Degree is applied to measure the correlation between decision making units;next,take different evaluation strategies to calculate the peer-evaluation efficiency according to the correlation degree;then,regard the efficiency integration problem as multi-attribute decision making(MADM)with interaction among attributes;finally,construct a new efficiency integration method to integrate the ultimate cross efficiency using 2-order additive fuzzy measures and Choquet integral.This method is applied to the actual measurement problem after the feasible and effective is verified by a numerical example."Innovation" is the theme of our era,and is the key to the competition between countries and countries.In order to promote our country into the line of innovative countries as soon as possible,every area should strengthen their ability of independent innovation.The central region is an important producing area of energy and grain crops,has a pivotal position in the economic and social development of our country.However,the region has maintained a kind of development pattern of energy intensive,high cost,and high pollution for a long time.This pattern has seriously restricted the economic growth of central region.In order to response to the strategy of"central rise",we must change the pattern of economic development,and the key of change is to enhance the capacity of innovation.Whether the innovation activity can effectively,has become the focus of more and more scholars and policy makers.Therefore,the proposed method is applied to the measurement of technical innovation efficiency about Six Provinces in Mid-China from 2009 to 2014,and the effective is further verified by a practical example.At the same time,the paper analysis the trend,convergence and influence factors of technical innovation efficiency in detail,and point out the weakness in development.Finally,the paper provides reference for the improvement of technical innovation efficiency.The results show that,technical innovation efficiency of the six provinces did not show the progress trend,but the gap between the six provinces in the gradually shrinking.Further study found out that government support and higher education levels stimulate the technical innovation efficiency but not obvious,openness to foreign trade and economic development level does not play a positive role in promoting,development of high technology industry promote technical innovation efficiency.Therefore,the government should intensify supervision,develop higher education and high technology industries,and provide support for technical innovation.
