With the rapid development of knowledge economy, technological innovation plays an increasingly strong role in the regional competition. Fundamental driving force for regional economic development is the technological innovation, and the main problem of regional technological innovation capability is the regional technical innovation efficiency. Therefore, the study of the regional technical innovation efficiency has important theoretical and practical significance to the regional economic development. Nowadays the study of technological innovation efficiency in domestic and foreign are mainly two systems: self-assessment and his-assessment, but the two systems are unable to solve the essentially problem: coopetition relationship.This paper introduces coopetition matrix and builds cross efficiency model based on coopetition matrix. Then we analyzed the innovation efficiency with the data of 30 provinces from 2006 to 2013 in China. The coopetition matrix is constructed based on the economic stage, which can ensure a fair evaluation of the effectiveness in the process. We divide the economic stage based on the theory of economy industrialization development stage which is quantitative calculation and use per average GDP as standard for the classification to divide six different economic stages. We use Spearman test to analyze the correlation of the model of CCR, kindness type, aggressive type, neutral type and the type we build and the result shows that the cross efficiency model based on coopetition matrix is identical with the other five models. When the affecting factors of the technical innovation efficiency are analyzed, we use malmquist index value of each year based on the data panel to construct efficiency added value and the efficiency index is calculated for each year. Then we obtain technical innovation efficiency value of nearly eight years and use the Hausman test to construct the factors analysis model. The analysis reflects that the government acts, geographical location, industry structure, industry aggregation and regional trade specialization index and can positively affect the efficiency of the regional technical innovation, Whatever enterprise scale and urbanization rate play negative roles to the technological innovation efficiency. Finally this paper made the strategy to enhance the efficiency of technological innovation from two angles: one is based on the angle of input-output point and the second is based on factors angle.This paper evaluates the provincial-level technological innovation efficiency and analyzes its influencing factors. And the results can provide some measures to recognize the advantages and disadvantages of technical innovation in different areas, which has important practical significance.
