The Research Of Hefei-Wuhu-Bengbu Independent Innovation Comprehensive Reform Test Area Influence On Regional Independent Innovation Ability

Hefei-Wuhu-Bengbu Independent Innovation Comprehensive Reform Test Area(hereinafter abbreviate as Comprehensive Test Area)was established in October 17,2008,is China's first comprehensive reform zone as the theme of “independent innovation”.It is not only the important fulcrum of Anhui to explore the development of the "Central China Rise" project,but also the "policy test field" of innovation driven reform as China entry into the “New Normal”.Therefore,analyze Comprehensive Test Area set up effect on the ability of independent innovation in Hefei,Wuhu and Bengbu and explain its reasons,has important theoretical and practical significance for the future development of Hefei,Wuhu and Bengbu policy planning and implementation.On the basis of analysis,understanding and application of the existing research,this paper constructs the evaluation system of regional independent innovation ability;choose the entropy evaluation method to measure the independent innovation capacity of Hefei,Wuhu and Bengbu in the years of 2004-2014.After this,based on the measurement results to build the Difference-in-Differences model,calculate the influence degree of Comprehensive Test Area set up and related control variables to the regional independent innovation ability of Hefei,Wuhu and Bengbu.Finally,from the perspective of innovation subject and the elements,this paper calculate the evaluation index of main innovation factors by using entropy evaluation method,and establishes the Difference-in-Differences model,analyze the Comprehensive Test Area set up influenced on the innovation subject and the elements.Combined with the specific information,this paper gives the theoretical explanation of these influences.This paper combined entropy evaluation method with the independent innovation index in the specific city to calculate the city area independent innovation ability changes over a longer period of time,make up for the deficiency of the existing research of short cycle and wide range.At the same time,combined entropy measure with Difference-in-Differences model of empirical analysis,the conclusions more convincing than only theoretical analysis level,and also provides a new idea for the research of Science Park.Through a series of research and analysis,this paper found that the establishment of Comprehensive Test Area significantly enhance the capacity of regional independent innovation of Hefei,Wuhu and Bengbu.At the same time,it is found that Hefei has more advantages in the administrative level,and the establishment of the comprehensive test area has more obvious effect on its improvement of regional independent innovation ability.The influence to the regional independent innovation ability of Wuhu and Bengbu was significantly smaller than that of Hefei.Economic development level,government expenditure scale,residents' saving level,industrial structure and other related control variables are also the influence factors of regional independent innovation ability,and the impact on the three cities are different.Under the influence of various factors in the test area,Hefei,Wuhu,Bengbu's universities and research institutions level has improved,enterprise and industry competitiveness has enhanced,Capital,talent,knowledge and technology,policy and environment factors of innovation ability has been improved.But these innovation subject and factors in the three cities have a certain difference,overall showed that strongest in Hefei,better in Wuhu and weaker in Bengbu.This paper found that although the Comprehensive Test Area has achieved excellent results,a lot of experimental policy is worth promoting,but there are still uneven development,resource allocation between cities and other issues,it is proposed the following four policy recommendations:(1)To strengthen the area of innovation and support,adhere to the road of independent innovation.(2)To promote the flow of innovative resources in the region,to guide the coordinated development of the city.(3)To plan the industrial structure in the region reasonably,to format the complementary advantages of industrial.(4)To explore the successful experience of the study area,and apply on the national scope.
