A Study On The Differences Of Regional Innovation Capacity In China

Since the reform and open,China’s economy has experienced high-speed development and made remarkable achievements.However,we cannot ignore the low value-added behind the extensive development.The lack of innovation ability has always been an important problem in our country.The innovation-driven development strategy is put up in the 18th CPC National Congress clearly.The Opinions of the CPC Central Committee and State Council on Deepening the Reform of the System and Mechanism to Accelerate the Implementation of the Innovation-Driven Development Strategy was issued in 2015.The ways to change the mode of economic growth and find a new economic growth point by innovation are paid more attention.So we need to enhance the ability to innovate continuously by recognizing the status of China’s regional innovation capacity and developing targeted measures to optimize the organizational structure of innovation according to its own different characteristics.Based on the triple helix model,this paper takes 30 provinces(except Tibet)as the research object,and selects the university and scientific research institutions,government and enterprises as the main body of innovation system.And the synergistic relationship among the three innovative subjects is studied as the index of regional innovation ability.In this paper,we choose the index system which can clearly reflect the role of inovation in the innovation system for the university and scientific research institutions,government and enterprises to evaluate the innovation subjects.And then we introduce Coupling Cooperative Model to analysis of the coupling degree among the innovation subjects.According to the results of the research on the differences and characteristics of innovation ability in different regions,the paper puts forward some policy suggestions.We hope that it can enhance the ability of regional innovation through the optimization of the organizational structure of the innovation system.This paper consists of six parts.The first part is the introduction,which mainly introduces the background,the significance of the research,the research summary at home and abroad,the research content and the innovation point.The second part is the basic theory,and the theory of national innovation system,the post-Humboldt model and the "three-helix" model are analyzed,which makes this paper have a solid theoretical basis.The third part analyzesthe relationship between innovation universities,government and enterprises,and the roles they play in innovation system based on triple helix theory.In the fourth part,we explain the coupling synergy measure model,and construct the index system,which provides scientific guarantee for the following empirical analysis.The fifth part is the empirical analysis,using the actual data to explain the difference of regional innovation ability.The sixth part puts forward the corresponding policy recommendations to improve the regional innovation capability.
