The Comparison Of Independent Innovation Ability Between WuHan And ChengDu

Independent innovation ability decided to a country or a region science and technology competitive ability, Wuhan and Chengdu has long been to place the improvement of independent innovation ability into priority in technology and economic work, and to drive the industry structure adjustment, the changing of economic development mode, the construction national innovative city, then drive economic construction of the city to a innovation driven, scientific development road. Based on the analysis of the regional independent innovation ability elements and the interaction mechanism of the elements, firstly, this paper use the entropy method to evaluate the independent innovation ability in Wuhan and Chengdu from three aspects:whole, industry, and enterprise, chooses2007-2012panel data to evaluate independent innovation ability of two cities at the whole level, it is conclude that independent innovation ability of Wuhan is higher than Chengdu except2008, and the absolute gap of independent innovation ability in two cities is widening; chooses the panel data of2008,2010,2012to evaluate at the industry level, the conclusion is the independent innovation of Wuhan is higher than Chengdu,but the absolute gap of independent innovation ability in two cities is narrowing, in this industry, there are27industry classification of Wuhan is better than Chengdu; chooses the cross-section data of2012to evaluate at enterprise level, concluded that the independent innovation ability of Wuhan city better than Chengdu in the large and small enterprise, weaker than Chengdu in mediumsized enterprises. Then, based on the results of the evaluation, respectively to calculate the contribution of four indicators in three levels, analyze the decomposition of independent innovation ability in two cities according to the four indicators._The results showed that the ability to obtain knowledge and regional innovation performance of Wuhan is stronger than Chengdu, knowledge creation capability and regional innovation environment of Wuhan is weaker than Chengdu in the overall level of the comparison between the two cities in2007-2012years. The knowledge investment ability,innovation activity ability and industry innovation performance of Wuhan is stronger than Chengdu, but the transformation ability of Wuhan is weaker than Chengdu with the comparison of the two cities in the industrial sector level in2008,2010,2012years, innovation investment ability, innovation output ability and innovation enterprise resource ability in three categories of Wuhan is stronger than Chengdu, only medium-sized innovative transformation ability of Wuhan is weaker than Chengdu with comparing the two cities in the enterprise in2012. Finally, Based on the major promotion and hindering factors of improving independent innovation ability of Wuhan compared with Chengdu, absorb the successful experience of central cities at home and abroad, and absorb the policy measures of improving the independent innovation ability from Chengdu, then put forward nine policy Suggestions on further enhance the independent innovation ability in Wuhan from three aspects of innovation regulation policy, innovation transformation policy and innovation environmental policy.
