Mineral resources-as the material basis of social development and human survival, its exploitation and utilization-have a crucial effect on our ecological environment and economic development. The procedure of the mining of mineral resources'mining can be divided into three stages:i) the stage of state-ownership, free mining and unified planning; ii) the stage of state-ownership, paid mining and the separation of ownership and use; iii) the stage of state-ownership, strengthened paid mining, and reform of property rights. The institution of mineral resources plays an important role in mining areas and the development and utilization of resources.This thesis first analyzes the related domestic and overseas studies. It is concluded that based on regional differences, we must analyze a specific mineral resource's development and utilization status when making relevant policies. Then one can decide how to intervene, and at what level (local/central) to intervene. On this basis, this thesis analyzes the institution of mineral resources property rights with the "credibility thesis". Through the analysis of the macro level of mineral property rights coupled to field investigation, we pinpoint the problems and contradictions in the operation of the mineral property right system while proposing the corresponding solutions.This thesis is divided into six chapters:chapter 1 is the introduction, reviewing the research background, purpose and research significance, the literature review, and the research argument and framework. Chapter 2 contains the definitions and theoretical basis, and mainly deals with the empirical analysis in this thesis, the important concepts involved, while introducing the "credibility thesis". The third chapter is the functional analysis of mineral resources property rights. This section begins with the arrangement of mineral property rights in China, and analyzes the actual owner of mineral resources, and the contradictions of the property right system. The fourth chapter embarks on an empirical investigation, mainly illustrating the following three aspects:i) the legal formalities required of mining mineral resources; ii) the development and utilization of mineral resources and their influence on the environment and economy; iii) the social disputes and perceptions of related property rights by the residents'in the mining area. Finally, the fifth and sixth chapter concludes this research and provides a future outlook.
