At the three session of the Tenth National People's Congress in 2005, The Prime Minister Wen Jiabao clearly put forward in the "government work report" that "Implement this policy that industry nurturing agriculture and city support rural, rationally adjust the distribution pattern of national income, more support for the development of agriculture and rural areas." Since "Industry nurturing agriculture" policy implements, The central government has been concerned about the issue of agriculture in the form of "No 1 Central Document" for 12 consecutive years. The central government has taken various measures to support the development of agriculture, support the construction of rural areas and increase the income of farmers. The scale of the financial support for agriculture has been increasing, and the intensity is increasing. Since the implementation of the policy of industry nurturing agriculture, an important issue has caused great concern:how about the implementation effect of the policy of industry nurturing agriculture? Is the effect of policy implementation consistent with the policy objectives? Whether the implementation of the policy has achieved the desired effect? In order to understand these problems, an essential work is that to analyze the performance of financial support for agriculture since the implementation of the policy of industry nurturing agriculture. Therefore, in order to ensure the effect of the implementation of the policy of industry nurturing agriculture, in addition to a large number of financial expenditure, we should also pay attention to the problem of performance of financial support for agriculture. Therefore, it is very necessary to study the performance of financial support for agriculture in China.The paper includes five parts. Firstly, in order to learn about the research trends, the paper reviewed the relevant research and perspectives of the domestic and foreign scholars. Secondly, the paper defined related concepts, and briefly described the involved theories of economics and management. Then the paper established the index system of the performance evaluation of financial support for agriculture on the basis of the "5E" principles, and introduced the models and data sources used in this study. Fourthly, the paper analyzed the performance of financial support for agriculture by using the DEA-Malmquist index and the distributed lag mode. Finally, on the basis of empirical analysis, the paper put forward some relevant policy recommendations on how to improve the performance of financial support for agriculture.The research focuses on three aspects:the first is the definition of the concept of performance. The second is the construction of evaluation index on the basis of the "5E" principles. The third is the empirical analysis on the performance of financial support for agriculture by using the DEA-Malmquist index and the distributed lag mode.This paper drew the following conclusions:(1) Since the implementation of the industry nurturing agriculture policy, China's fiscal expenditure scale increased year by year, but the efficiency of financial support for agriculture has declined. (2) The decline of technical progress index is the only reason for the decline in the overall efficiency of financial support for agriculture. (3) Since the industry nurturing agriculture policy has been carry out, the economic performance of the financial support for agriculture is good, but the equality performance and ecological performance is not ideal.
