Performance Evaluation Of Financial Support For Agriculture In Cities And Towns Of Henan Province

Agriculture is the foundation of the national economy.The development of agriculture and the stability of agriculture have played a key role in promoting the sustained and stable development of the economy and society.From the "No.1 Document" issued by the central government in recent years,it can be found that agricultural issues have always been the focus of the state's attention,and the scale of fiscal support for agriculture is also expanding.As one of China's major agricultural provinces and food producing areas,Henan Province has been proactively taking various measures to promote agricultural development,and has achieved certain results in some related fields,but it still has some agricultural problems.As financial support for agriculture continues to increase,what is the actual performance of Henan's financial support for agriculture?This paper collects relevant data on the basis of cost-benefit theory and public choice theory,and uses DEA model and Tobit model to comprehensively analyze the efficiency of Henan province's fiscal expenditure on agriculture.The full text is mainly divided into six chapters,and the basic research content of each chapter is described as follows:The first chapter is an introduction,which mainly summarizes the background and significance of this research,and introduces the current status at home and abroad,and makes a general review.Then introduced the research methods used in this article,and finally the possible innovations of this article.The second chapter includes two parts.The first part defines the related concepts of financial support for agriculture,including the three meanings of financial support for agriculture,performance and financial support for agriculture.The second part expounds the theoretical basis of the research on the performance of fiscal support for agriculture from the two aspects of public choice theory and cost-benefit theory management theory.The third chapter is an analysis of the current situation of fiscal support for agriculture in Henan Province.First,it analyzes the development conditions of Henan Province.Second,it analyzes the financial support of Henan Province in terms of absolute and relative scale.Third,it analyzes the economic,social,and environmental benefits.A descriptive statistical analysis was carried out on Henan's financial support to agriculture.The fourth chapter is the empirical efficiency analysis of Henan's financial support to agriculture.Using the DEA model and empirical analysis based on the data from 2008 to 2018,the performance level of Henan's financial support for agriculture in the past 11 years was obtained;using the Tobit model and panel data,the analysis obtained the local economic development level,urban development level,The local government's public financial capacity has a significant impact on the efficiency of fiscal expenditures on agriculture;finally,the empirical conclusions are summarized.The fifth chapter is conclusion and enlightenment.Summarize the conclusion and put forward some suggestions.
