The Performance Of Financial Support Agriculture In Henan Province:Evaluation And Influencing Factors

Since the 18 th National Congress of the Communist Party of China,in order to fulfill the goal of "village revitalization strategy" and "winning the fight against poverty",the government has made support for the development of "agriculture,rural areas and farmers" as the top priority of financial support for agriculture.However,the differences in the level of economic development,the basic quality of farmers,and the structure of agricultural industries have different degrees of impact on the efficiency of financial support for agriculture.As a major agricultural province and a major grain producing area in China,Henan Province has been actively taking various measures to stimulate agricultural development.It has also achieved certain results in the construction of agricultural infrastructure and the increase of farmers' income.Along with the economic development of Henan Province,the fiscal revenue has been increasing,and the scale of financial support for agriculture has also been expanding,but insufficient attention has been paid to the performance of financial support for agriculture.Firstly,based on the theory of economic growth,the theory of fiscal agricultural investment,and the theory of modern public finance,this paper collects relevant data and analyzes the scale and structure of financial support for agriculture in Henan Province.The BCC and SBM-Malmquist index models are used to evaluate the performance of financial support for agriculture in Henan Province.It is concluded that due to the low technological progress index and the low index of technological efficiency,it affects the performance level of financial support for agriculture in Henan Province.Therefore,it is necessary to improve the technical level,strengthen technology promotion and innovation,improve the financial management system for supporting agriculture,and adjust the structure of supporting agriculture.Then,the panel data random effect Tobit model is used to estimate the maximum likelihood.The main influencing factors of financial support performance are per capita GDP,per capita Engel coefficient of rural households and financial self-sufficiency rate.Secondly,the proportion of the grade road to the total highway.Finally,based on the results of empirical analysis,the policy recommendations for improving the performance of financial support for agriculture in Henan Province are proposed,including raising GDP and fiscal self-sufficiency rate,strengthening rural infrastructure construction,and improving rural residents' consumption levels.This paper evaluates the performance of supporting agriculture in Henan Province from the perspective of “agriculture,rural areas and farmers”,finds out the main influencing factors of financial support for agriculture,and formulates practical and feasible policy recommendations.The research in this paper can not only provide reference for how to scientifically evaluate the performance of financial support,but also provide a basis for decision-making to improve the performance of financial support.
