Study On Implementing Problem And Countermeasures Of Urban And Rural Residents Basic Endowment Insurance

The State Council issued the implementation of the new type of rural social endowment insurance pilot guidance in September 2009,which includes the requirement of setting up the type of rural endowment insurance system,combining individual pay cost,collective allowance and government subsidies,and realize a complete coverage of implementation at nation wide before in 2020.By introducing this policy,the mode of old-age insurance for rural residents has shifted from family insurance to social security.Urban and rural residents basic endowment insurance mode emphasizes the government for rural endowment insurance responsibility,through fiscal spending in the form of endowment insurance system for rural residents to build infrastructure,make the rural endowment insurance shall be borne by the individual,collective and government.Heishan county started the policy in July 2011 as a pilot city,and in 2014,rural areas in black mountain county basically established the basic old-age insurance system for urban and rural residents.Heishan county is in the process of establishment and promotion,however,there exist such as farmers ginseng protect consciousness is low,financing difficulties,the low level of pension payment,unreasonable financial subsidies,imperfect service at the grassroots level endowment fund management level is not highIn this paper,we take Heishan county as an example,and discuss the problems of the implementation of the county urban and rural residents basic endowment insurance,using literature research,comparative research and empirical analysis,draw lessons from "Baoji model","Yixing model","Zhong Xiang model","Jianping model","Yi county model" of both is relatively successful agricultural areas such as urban and rural residents basic endowment insurance pilot experience,to provide a constructive improvement strategy to heishan county,including farmers ginseng protect awareness,build a multi-level financing system,improve the level of pension income,improve the fiscal subsidy way,perfect the grass-roots services,improve the level of pension fund management,improving the future heishan county level of the construction of urban and rural residents basic endowment insurance,the development of better and faster to achieve the set targets.At the same time,the research results will also provide useful reference value for the development of basic old-age insurance for urban and rural residents elsewhere.
