A Case Study Of The Precise Poverty Alleviation In Baima Township,Pingwu County,Sichuan Province

Since the 18 th CPC National Congress,the CPC Central Committee and the State Council have raised the poverty alleviation work to an unprecedented level.The academic circles also began to focus on the research of precise poverty,from the content and concept,scholars put forward their own theory and practice path,but is not completely unified,is gradually perfect and exploration.Precise poverty alleviation requires the Chinese government to make new plans for poverty alleviation and development,the state has also introduced a number of relevant policies.Especially for the programme of contiguous regional poverty,the country has made "Eighteen contiguous poverty-stricken areas","592 national key county poverty alleviation","Fourteen contiguous particular poverty-stricken areas." and so on.Most of these poverty-stricken areas are inhabited by ethnic minorities,located in remote regions of our country,and the poor performance are also characterized by multidimensional.The object of the case-Pingwu County,Mianyang,Sichuan Province is located in the contiguous particular poverty-stricken areas in Qinba Mountain area,and white horse Township 53 kilometers from Pingwu county.It is the major settlements of Baima tibetan that is Chinese the oldest tribe.This thesis studys the precise poverty alleviation in Baima township,Pingwu County and explains and analyzes the theoretical and practical achievements that have been made both at home and abroad,summarizes three existing difficulties in precise poverty alleviation: government leading behavior is extensive,helping poverty alleviation of single subject,management mechanism is not sound,discusses in detail the background motivation,basic conditions,main course and achievement of the case by the methods of literature study,case study and comparative study and so on,in-depth analysis of some key factors such as government leading way,pluralism subject,operation mechanism management and so on in the process of Baima township,Pingwu County construction precise poverty alleviation,concluds the enlightenment of the construction of precise poverty alleviation.There are eight parts in this thesis:The first part:The introduction mainly points out the research background,object,method and so on.The second and third part: Mainly describes the case,pointing out that the current confusion in precise poverty alleviation,as well as a detailed description of the case itself.The fourth,fifth and sixth part: For the main confusion for the precise poverty alleviation mentioned in the first two parts of the thesis proposed the first two part,analyzes the theoretical significance and practical experience of the key factors including the government leading way,pluralism subject,operation mechanism management and so on in the precise poverty alleviation.The seventh and eighth part: Concluds the enlightenment of the construction of precise poverty alleviation,especially in former revolutionary base areas,areas inhabited by minority nationalities,remote and border areas and poverty-stricken areas to enlightenment,clarifies the theoretical value and practical significance of the research for the precise poverty alleviation test area,Baima Township,Pingwu County and pointed out the next research direction.
