The Analysis Of The Employment Problem Of Landless Peasants In Tianqiao District Of Ji'nan

The problem of expropriated peasants' employment has always been one of the key points of the people's livelihood,which is highly concerned by party committees and governments at all levels,and is related to the vital interests of millions of expropriated peasants.With the introduction and establishment of the new urbanization concept,Jinan City,Shandong Province,through the implementing the household registration system reform,improving the standard of land requisition compensation,merging the urban and rural pension insurance,and vigorously carrying out employment assistance and a series of positive initiatives,has successively resolved the expropriated peasants' employment contradictions and problem that experts and scholars continuously criticized with remarkable results.At present,the reform has entered the deep water area,but many old problems have not been fully resolved,while from the district(county)to the street(town)implement the policies and help the expropriated peasants to get jobs,they encountered a number of new situations,new problem,the old and new problems are more complicated when they intertwined.They urgently need to further rationalize the idea,check missing,speed up the promotion of policy integration.In this paper,based on the literature review,I firstly elaborate the new regulations in the fields related to the employment of expropriated peasants in Shandong Province and Jinan City after 2011,rationalize and explain the research background of the employment of landless peasants in the new period and make clear the significance and purpose of research,as well as clarifies the shortcomings of the relevant domestic research at this stage.Secondly,taking the expropriated peasants and their employment status in the Yellow River in the flyover area as the research object,I carry out sample survey,data statistics,comparative analysis,and find the status quo of the "four lack" employment problems of the expropriated peasants in the flyover area.Thirdly,I analyzes the causes of the problems from three aspects:economic society,policy design and expropriated peasants themselves.Finally,from the policy design and policy implementation,I put forward suggestions that are more targeted,more feasible and more operable,and then provides a more scientific and rational cutting-edge reform model for doing the job placement of the expropriated peasants in the old industrial areas of the eastern part,and preventing poverty caused by landlessness during 13th five-year plan period.
